The Borrower shall cause MORD and the States to ensure that the relevant Project Executing Agency ensures that all necessary budgetary and human resources to prepare, in respect of the relevant State, the CPF and EARF, and to fully implement, in respect of the relevant State, the CPFs and EMPs.

The Borrower shall ensure and cause MORD and the States to ensure that the relevant Project Executing Agency ensures to ensure, that all the designs and preliminary works to be prepared under the Project in relation to the Follow-on Project shall envision and require that the Project Executing Agency shall make available necessary budgetary and human resources to prepare, in respect of fully implement the relevant StateEMP, the CPF RP and EARFthe SECP for such Follow-on Project, and to fully implement, in respect of the relevant State, the CPFs and EMPsas applicable.
