Hearing Dates. (a) The arbitrator shall promptly hear the parties. To this end, the parties shall agree on hearing dates with the arbitrator. If they cannot agree, the arbitrator shall determine the hearing dates on his or her own authority. The arbitrator may proceed in the absence of a party if such party was duly notified of the hearing.
