Good Practice. The principles and guidance throughout this protocol apply to all cases where funding/ commissioning responsibility for an individual lies with an authority in one area and where concerns about potential abuse and/or exploitation subsequently arise in another area, whether this is for a single adult at risk or a number of adults at risk. An additional consideration is that factors leading authorities to place people outside their area often (though not always) require very specialist providers. The specialist nature of the needs of those receiving such services increase the likelihood of them being placed at a distance from their family and placing authority, and also decrease the likelihood of alternative placements being readily available. When a safeguarding adults concern involves a number of adults at risk or vulnerable adults, and a number of placing authorities, the task of coordinating the investigation becomes much more complex. Whilst the roles and responsibilities described in the protocol are principally unchanged when there is such a large scale investigation, it is essential that all authorities have a clear understanding of their respective roles and responsibilities, regardless of distance from the service where the alleged concerns arose. In particular, all placing authorities must actively support the host authority, as described in Section 4 “The Role of the Placing Authority within the Safeguarding Adults Process”, to ensure no further risk is posed to any adult affected by the issues under investigation. There are some key matters, which, if managed carefully, will support the progress of a large scale investigation. The key difference is that a large scale investigation has wider strategic implications and careful consideration is required to ensure effective, timely and responsive actions. The process must be supported by a comprehensive communications plan covering the essential communications at every stage of the investigation process. This includes the media co-ordination and management that may accompany the investigation. This Appendix is based on learning from the experience of authorities who have conducted such large scale investigations.

Good Practice action in case of delay in JAP implementation Live-Addis allocates areas of improvements to certain SAC members. For instance, in water supply as a priority issue in one of the schools the activities were to change the old plumbing, add more taps and a water tank. A SAC member explained that two SAC members who are aware of the issue and have a strong relationship with the school were assigned by the SAC to monitor the progress. These two people then inform the chair of the SAC about the progress every week. Once, the project was delayed because of some technical issue. They immediately reported this to the SAC and the woreda coordinator. We took the matter to the sub-city level and the problem was solved. Now progress is encouraging.
