The CONSULTANT will review the US Department of Agriculture soil data, Geological Survey, and Natural Resource Conservation Service (NCRS) maps, US Coast and Geodetic Survey (USGS) maps, and summarize the findings. The CONSULTANT will perform a review of previously completed geotechnical surveys and compile available boring data from previous projects within the project limits. The CONSULTANT will perform field reconnaissance of the Project area to determine conditions that may affect development of Project alternatives. The CONSULTANT will prepare a Geotechnical Technical Memorandum summarizing the geotechnical investigation that will be used to facilitate the data for final design.

Geotechnical Investigation. Perform geotechnical and environmental investigations and prepare reports that comply with City of San Diego, Guidelines for Geotechnical Reports (Development Services, 2011) as appropriate for the Morena Pump Station, WW Force main and Brine conveyance pipeline and 36 inch and 16 inch water main. Geotechnical services shall include soil borings necessary to observe, test, classify soils, and monitor groundwater. The number, spacing, apd depth of the soil borings shall be determined by the CONSULTANT' s qualified geotechnical engineer or engineering geologist, and shall consider the various construction methods that may be utilized (open cut, horizontal directional drill, micro- tunnel, auger bore, tunnel boring machine (TBM) etc.). For work within Caltrans Right of Way (ROW) the minimum requirements as stated in Caltrans guidelines shall apply. The CONSULTANT's anticipated required numbers of borings are shown on Table 5. Prior to any soil boring or ground disturbance, appropriate environmental clearance shall be required. All efforts will be made to designate borings in developed areas, however, in Design of Morena Pump Station June 20, 2016 And Conveyance Pipelines (HI66635) A-13 EXHIBIT A the event this is not feasible and should it be determined that environmental clearances are required, CONSULTANT will develop a supplemental scope and budget to perform the processes and submittals outlined for ministerial approval (Process One) in the City's Information Bulletin 511 "Public Projects Site Reconnaissance and Testing" or other environmental clearance process as directed by the CITY. The CONSULTANT shall notify Underground Service Alert (USA) and request utilities xxxx-outs prior to advancing borings. CONSULTANT shall not be responsible for damage to utilities·that are not properly marked out by USA. The CONSULTANT will perform borings in the public ROW or other city owned land. Monitoring xxxxx and/or piezometers will not be installed in CONSULTANT's borings located in the ROW. Should it be determined that monitoring xxxxx are required in the ROW, CONSULTANT will develop a supplemental scope and budget to perform this work. The CITY will provide access to the Morena Pump Station property as required for CONSULTANT's borings and monitoring xxxxx. Geotechnical Investigation. Review available geotechnical and geologic information in the site area from our in-house project files. • Review historical aerial photographs to help identify the potential locations of buried remnant wood piling at the site. • Coordinate and manage the field explorations, including private and public utility locates, access preparation, and scheduling contractors and GeoDesign staff. • Conduct the following subsurface explorations at the site:  Push to CPT probes to refusal at the site, one in the interior of the site and one near the riverbank. Conduct pore pressure dissipation testing in each of the CPT probes to assist in evaluating the groundwater depth. • Maintain a detailed log of the soil and groundwater conditions encountered in the explorations. Materials will be classified in general accordance with ASTM D2488. • Conduct a laboratory testing program. Specific laboratory tests will be selected based on the subsurface conditions. • Provide preliminary recommendations for: o foundations to support the new amphitheater and, if necessary, cantilever supported path section. We anticipate the amphitheater can be supported on shallow foundations. Deep foundation recommendations and/or ground improvement will be provided for support of the cantilever supported path section if necessary. o site preparation, grading and drainage, stripping depths, fill type for imported material, compaction criteria, trench excavation and backfill, use of on-site soil, and wet/dry weather earthwork. St Helens Riverwalk o permanent and temporary slopes. o preparation of the subgrade for floor slabs and hardscapes. o managing identified groundwater conditions that may affect the performance of structures. o design criteria for retaining walls, including lateral earth pressures, backfill, compaction, and drainage. • Evaluate the potential for liquefaction and lateral spreading at the site and provide mitigation options, if necessary. • Provide seismic design parameters in accordance with the 2018 IBC. We assume a site-specific seismic hazard report will not be required. • Provide a written geotechnical engineering report summarizing the results of our geotechnical evaluation and recommendations.
