Further Developments. The Student Finance Centre will be exploring further opportunities to widen our outreach activities and reach vulnerable students who may not feel confident in approaching our service directly and for 16/17 the focus will be on identifying and engaging with Young Carers. The Centre aims to establish links with charities such as Portsmouth Young Carers, Winchester and District Young Carers and the Carers Trust as well as learning from examples of best practice through local institutions such as the University of Winchester. The Centre will set up a named contact for Young Carers (as we already do for Care Leavers) to act as a “Personal Support Adviser”. They will ensure this vulnerable group are accessing all the support they are entitled to and highlighting any potential issues or additional needs with Personal Tutors. This group will also be considered a priority for support through the University Hardship Fund. We also aim to carry out Focus Groups with both users and non-users of our service to identify any potential barriers to accessibility as well as identifying good practice and ways to develop and improve the service.

Further Developments. According to the Secretary-General’s ninth report on the implementa- tion of resolution 1701(2006) [S/2009/119], tension in the unifil area of operations rose in late December, with the outbreak of the crisis in Gaza (see p. 492). On 25 December, laf discovered, and with unifil’s assistance, defused and dismantled eight rockets that were armed and ready to be launched in the direction of Israel. Several violations of the Blue Line by idf, as well as Lebanese civilians, were registered. Regard- ing Israel’s claim that Xxxxxxxxx had held manoeu- vres both north and south of the Litani River on 22 November, unifil did not observe any activity that would substantiate that allegation. Lebanon Independent Border Assessment Team On 25 August [S/2008/582], the Secretary-General transmitted to the Security Council the report of the Lebanon Independent Border Assessment Team II (libat II), dispatched, in coordination with the Xxxx- xxxx Government, to undertake a thorough follow-up assessment of the implementation of the recommen- dations of the Lebanon Independent Border Assess- ment Team I, which, in accordance with resolution 1701(2006), had conducted a first assessment in 2007 [XXX 2007, p. 484]. Led by Xxxxx Xxxxxxxxxxx (Denmark), libat II vis- ited Lebanon from 15 to 31 July. It held talks with the Prime Minister, the Minister of Defence, the directors of the four border security agencies and regional mil- itary commanders, stakeholders in the German-led Northern Border Pilot Project and donor representa- tives. The Team visited all four operational border crossing points and one not yet open, as well as loca- tions along the Green Border in the north and east of Lebanon, including locations of Lebanese-Syrian territorial dispute and cross-border areas under Pal- estinian control. It also visited the Beirut airport and the Beirut and Tripoli seaports.

Further Developments. Based on the analysis in the previous sections, it is clear that none of these tools in their current form could wholly replace IRODS within the current CDI. However, some of them have a potential to replace IRODS for components federation layer, provided their current functionality is extended. HTTP federation and XRootD, were designed primarily as scalable, low latency data access methods in a federated environment. XRootD is more mature, but currently has the problem of being locked into its own protocol, while the http federation uses standard tools. Both have massively scalable architectures with no obvious bottlenecks and allow access to data anywhere in the federation. However, to be used as the core technology within EUDAT, both would require extra development. XrootD endpoints, being actual storage endpoints, provide writing functionality, but only to the local storage. The HTTP federation follows the same concept (read from anywhere, write to local) and only supports data reading and discovery at the moment. The design can however, be extended to support writing as well, dynamically guiding the user to the best endpoint. The HTTP federation in turn, supports read-only access to federated archives at the moment. DDN WOS already meets some of the existing EUDAT service requirements (safe replication, data staging), and would not require effort in supporting these functions. In addition, it also returns a unique object id, which could be used instead of a PID, albeit without the governance or citability the latter provides. Its use of standard http client tools also makes it an attractive proposition for a number of communities. However, there are considerable objections to using this in practice on the scale of EUDAT. First all data centres would need to use this single storage solution in order to get full the benefits. In addition, since the hardware and associated software are proprietary it would be impossible to implement proposed services such as storage based processing without contribution of effort from the vendor. While it is not impossible to imagine getting support, it will come at an extra cost, particularly as the WOS is a ‘closed box’ where only DDN can look at the logs and state of the hardware. However, it should be noted that the WOS developers are working closely with IRODS to link the two seamlessly. If that happens, then there could be an opportunity for centres within EUDAT to use WOS behind IRODS, and as such it is certainly ...

Further Developments. In spite of these discussions, all the participants agreed that a gathering of existing instruments for risk assessment in member countries will be useful. The working group was instructed to elaborate a questionnaire to be transmitted to the Permanent Correspondants who will collect the pertinent information for self-assessment. In parallel, the working group will pursue its effort in defining a global methodology useful for all member States. All participants agreed that the short-term goal is to participate in the Bonn EWCIII Conference and to present specific activities on this topic which the Partial Agreement will develop in the future within the new Medium Term Plan.
