Funding Stipulations. 5.1.1. Local Matching Funds are the State’s share to claim FFP. Contractor must provide the eligible local matching funds. Funds eligible for local matching are appropriated directly to the State or local agency or transferred from other government agencies (including Indian Tribes) to the State or local agency and are under its administrative control or certified by the contributing government agency as expenditures eligible for FFP.
