Funding Resources. The DISTRICT agrees to provide an adequate budget (e.g., approximately $1.9 million) to fund the development and delivery of the special training for any outside providers, including PLAS for PLAS schools. Outside providers, subject to the District’s procurement policies, will contract to design and implement “the special training.” The parties shall mutually agree upon the list of potential outside providers, including the initial list of outside providers agreed to by the parties in Attachment C, who will facilitate the various “menu” of professional development options that will constitute the special training, as well as the approximate number of hours per teacher that the outside providers shall deliver. The parties will actively recruit other potential vendors to be added to the list of potential vendors before the commencement of the special training.

Federal Faith-Based and Community Initiative The Xxxx administration has implemented what is known as the Faith- Based and Community Initiative, which is designed to give faith-based organizations and other grassroots groups an opportunity to secure federal funding to deliver social and other community services. The objective of this initiative is not to favor FBOs over other providers, but rather to level the playing field so that FBOs can be competitive in applying for federal resources. The Faith-Based and Community Initiative is an important tool for faith-based organizations because it makes it clear that federal agencies are indeed allowed to provide public dollars to FBOs. While faith-based and community organizations have for many years received federal dollars to provide social services, the Faith-Based and Community Initiative is an effort to level the playing field for faith-based and smaller community organizations. The initiative allows them to apply for federal funding on an equal footing with other organizations, large and small, and to preserve the rights of faith-based organizations to retain their religious character while providing valuable social services. It also emphasizes the right of individuals to receive services free from religious discrimination.
