Force Protection. Protection of responders will be coordinated with ESF 13 (Public Safety and Security) based on the nature of the mission and extent of risk to those responders. This protection shall include but not be limited to:  Protection of personnel and equipment while in transit  Security at the Base of Operations  Protection during search & rescue operations  Protection during rescue operations The primary mission of the force protection resources is to assess and detect hostile activity before it becomes a risk to operations. The law enforcement officer must assess, evaluate, and then advise the Incident Commander or the senior operations officer, regarding risk associated with criminal or hostile individuals or groups. ORGANIZATIONAL LIABILITY All liabilities shall be per Maine Law, Chapter 13, Title 37-B, §822 (Immunity) “Neither the State nor any of its agencies or political subdivisions nor a person called out pursuant to section 784-A, including a voluntary and uncompensated grantor of a permit for the use of the grantor's premises as an emergency management shelter, may, while engaged in any emergency management activities and while complying with or attempting to comply with this chapter or any rule adopted pursuant to this chapter, be liable for the death of or injury to any person, or damage to property, as a result of those activities. This section does not affect the right of any person to receive benefits to which that person would otherwise be entitled under this chapter, under the Maine Workers' Compensation Act of 1992, under any pension law or under any act of Congress.” [2003, c. 510, Pt. Force Protection. Commanders will ensure that pre-operation (liaison) coordination and planning with supported law enforcement agencies addresses the safety of National Guard personnel and equipment throughout the operation. Consideration will be given to potential threats to National Guard personnel and property for force protection purposes. Commanders will also ensure that public affairs efforts, directed at complying with the right of the public to know, do not jeopardize the safety of National Guard personnel and equipment by disclosing personnel identification in photographs or video recordings by the media.
Force Protection. The exhibit spreadsheets and specific portions of this PWS include force protection equipment for each country which the contractor shall fix price with their initial offer for the basic contract. RTOPs for individual orders will include an estimated amount of force protection equipment anticipated as necessary for the upcoming ship visit. Contractors shall provide a proposal based on the estimated quantities in the RTOP, using prices no higher than those proposed in the basic contract but may offer discounts or downward pricing from those fixed prices. Award of the task order will be made in accordance with the ordering procedures outlined in section H-2 “ORDERING PROCEDURES” of the contract using the estimated force protection quantities and the proposed amounts. Once a task order has been awarded, the HSP shall reconfirm with the ship that these force protection requirements meet the ship’s requirements prior to beginning performance. The ship’s Supply Officer or Commanding Officer may also request additional force protection requirements not covered by the task order; however, any requests for additional force protection requirements will be coordinated through the Contracting Officer prior to providing any additional force protection services in accordance with the procedures outlined in Section H-2 “ORDERING PROCEDURES”. For emergencies involving life, limb or property, the unit Commanding Officer and Supply Officer retain the authority to order directly from the HSP. If any other activity or individual orders force protection services (e.g. NCIS, DAO) not covered in the task order, the HSP is required to immediately inform the ship and Contracting Officer of such and must obtain confirmation prior to beginning performance of these services. Organizations such as NCIS and DAO are not Ordering Officers under this contract unless specific authorization has been given by the Contracting Officer. Therefore, they have no contractual authority to place orders. Any services provided in this contract ordered by an entity not described in this contract shall be provided at the HSP’s own risk and shall result in no additional cost to the U.S. Government.

Force Protection. 8.1 Comprehensive and effective FP will be planned for NATO static headquarters and all similar military activities, and will be detailed in OPLANS, EXPIs or supplementary agreements, as appropriate. FP will be implemented in accordance with NATO policy and procedures and in a manner consistent with the NATO or PfP SOFA. Under no circumstances will the FP required or provided be contrary to the NATO or PfP SOFA or HN laws.

Be flexible and cooperate with the Maritime Administration and other authorized U.S. Government officials in the development and management of force protection and security. This includes: " Designating the FOS Chief Mate as the Force Protection Officer with commensurate collateral duties. (see Maritime Transportation Security Act) Note: this may be the 2nd Mate in ROS. " Obtaining and maintaining a list of all shipboard clearances and associated personnel data at all times. " Coordinating and tracking crew force protection and security training. Ensure five (5) ROS crewmembers have small arms training (see Attachment J-13). " Ensure the Maritime Administration-provided check-list is used for determining who is eligible for anti-terrorism property custody and training.
Force Protection. Owner agrees that U.S. Armed Forces personnel may board the Vessel(s) at any time at any location for U.S. national security purposes, gives consent for such boarding, and agrees to cooperate fully with such U.S. Armed Forces personnel in the boarding party. Owner also agrees to permit U.S. Armed Forces personnel to search without limitation any and all vessel spaces for U.S. national security purposes. Owner consents to the immediate removal of crewmembers or such others as may be aboard the Vessel(s) deemed unsuitable for any reason by the Contracting Officer or U.S. Armed Forces personnel. Owner agrees to replace any such crewmembers promptly and that such replacements will fully comply with all crew screening requirements.
