For grievance meetings. the union is entitled to have the same number of individuals present as the Employer. The grievant does not count as one of the union’s representatives. For all other representational functions, only one (1) employee may be on official time to represent the Council, a Local Union or employee(s) in the performance of a representational function at any given time except when:
