For. Currently, each of Michigan public and private universities—that is, 15 public universities, 28 community colleges, and more than 40 private colleges—must seek authorization for all distance learning courses—both those they offer, as well as those offered by others in which their students enroll—state-by-state. Generally, each university employs a "distance learning coordinator" to ensure compliance. This bill would create a central authorization process in Michigan, located within the Department Licensing and Regulatory Affairs, thereby saving academic institutions money. Specifically, the proposed legislation would enable Michigan institutions to participate in a Midwestern compact by allowing the state to become a member of a regional State Authorization Reciprocity Agreement, known as M-XXXX. Postsecondary institutions are promoting similar reciprocity agreements nationwide, in all four regions of the country. Proponents of the bill argue the reciprocity agreement among member states will establish national standards for postsecondary interstate distance education courses and programs. Further, they say the bill's intent is to make it easier for students to take online courses offered by postsecondary institutions based in another state, and to have assurances those courses are of high quality. If the online courses fall short, the bill creates a complaint process within the department. Against: No arguments in opposition to the bill were advanced.
