The Filling Vacancy clause outlines the procedure for appointing a replacement when a position becomes vacant within an organization or governing body. Filling Vacancy. In the event the leave is approved, the position may be filled with a short-term substitute, or the position may be posted as a temporary vacancy.

2. When an employee has bid on a position outside their classification, the OCSD may require testing prior to granting an interview. Employee testing for a position will be indicated on the job posting and will be required for all applicants selected for an interview. Employees bidding on vacancies outside of their classification and meeting any testing requirements shall be interviewed and considered for the position (if an employee inside the classification has not been awarded the position). When comparing candidates, the Board may use its judgment to determine whom to hire.
3. If an employee is not awarded a position that he/she applied for, he/she shall be notified, in writing, of this decision. For a vacancy occurring between June 15th and August 15th each year, the central office shall serve all non-teaching personnel a notification of openings via the bi-monthly pay checks system.
Filling Vacancy. Vacant positions within the bargaining unit shall be filled within 90 days of the created vacancy unless it is impossible, impractical or futile to do so. This shall not, in any way, interfere with CITY's rights to determine staffing levels or other rights set forth in Section 1.5.
