In the case of a Faculty-requested transfer, the following factors will be considered. ● The preference of the Faculty member for a particular College; ● Protecting the employment of Appointive Faculty members in the event of overstaffing in the present assignment; and/or ● Meeting the staffing needs educationally and/or numerically of another College/facility.

The Arbitrator shall, in his final order, an explanation of the reason(s) why any proposed factor was or was not applied, and if applied, the manner in which it was applied.
