Evaluations and Recommendations. The report shall develop and evaluate conceptual recommendations based on existing and ultimate conditions, test results, geotechnical calculations, and preliminary cost estimates. All geotechnical issues and concepts shall be discussed including, but not necessarily limited to issues affecting construction phasing, prioritization, and schedule. The most practical, feasible, and cost effective solution shall be recommended with justifications supporting the recommendation.
