The Evaluation Design clause outlines the framework and methodology by which a project's outcomes or performance will be assessed. Purpose: The four (4) Elements of an Effective Educator’s Evaluation toolwill a. Serve as a means to improve the effectiveness of the Educator by identifying strengths and areas for improvement b. Provide Administrators with information to aid in personnel decisions e. Serve as a process for Educator development and Administrator professional growthand f. Align with local and state goals or improved Educatorperformance. 2. Design: The e4E tool is comprised of four elements: a. The Learner b. The Knowledge Base c. The Instruction d. The Professional 3. All four elements are intertwined and are critical for effective Educator performance leading to increased student learning. Standards aligned with each element help implement the criteria listed in each. The Interstate Teacher Assessment and Support Consortium (InTASC) helped provide guidance on those areas to be measured by the Educator evaluationprocess. 4. The four elements represent the four main areas considered for evaluation. Within each element are standards specific to that element. Each standard has a set of rubrics identifying the criteria of that standard. The criteria in each rubric are separated into four levels so performance: a. Novice Educator b. Developing Educator c. Proficient Educator d. Distinguished Educator 5. The ‘Distinguished Educator’ level represents the peak performance of an Educator in a classroom, and it is our goal that all Educators aspire to reach this highest level of professionalaccomplishment. 6. Evaluation Design. The Evaluation Design shall include the following core components to be approved by CMS:
Evaluation Design. The evaluation design will utilize a post-only assessment with a comparison group. The timeframe for the post-only period will begin when the current demonstration period begins, and ends when the current demonstration period ends.

Evaluation Design. This evaluation employs post-only analyses. Because the FPW program was initiated over 20 years ago, a pre-post approach is not ideal. Because the majority of women eligible for the FPW program do not enroll in a given year, this creates an opportunity for a relevant comparison group for several of the evaluation questions. Thus, this will be a post-only analysis with a comparison group where outcomes for FPW enrollees will be compared to outcomes for a control group which will consist of women eligible for FPW but that do not enroll in the program.
Evaluation Design. The study is a quasi-experimental design that compares the housing security outcomes of two groups: 1) a program group who receives a 2-year 90% fair market rent (FMR) monthly cash assistance following a temporary maximum 90-day stay at the Hope Center (n = 120) and 2) a household socio-demographic matched control group sourced from CMIS, which is composed of families on any waitlist for the Delaware State Housing Authority (DSHA)—or local-level housing authorities in New Castle County—Public Housing and Housing Choice Voucher Program as well as with start and exit dates to any housing program (e.g., emergency shelters, temporary housing, rapid re-rehousing) that match our study inclusion period (n=120). They will randomize controls at the family unit but will observe outcomes at the individual participant family head of household level, potentially boosting the study’s power. There are 2 independent matched groups of 60 in this overall study, totaling 120 controls and 120 families receiving cash rental assistance. Cohort 1 begins in Q3 of 2025, with cohort 2 following a year later, begins in Q3 of 2026. The design incorporates one-to-one propensity score matching.
Evaluation Design. The state must submit, for CMS comment and approval, a draft Evaluation Design no later than one-hundred and eighty (180) calendar days after the approval of the demonstration. The Evaluation Design must be drafted in accordance with Attachment A (Developing the Evaluation Design) of these STCs, and any applicable CMS evaluation guidance and technical assistance for the demonstration’s policy components. The Evaluation Design must be developed in alignment with CMS guidance on applying robust evaluation approaches, such as quasi-experimental methods like difference-in- differences and interrupted time series, as well as establishing valid comparison groups and assuring causal inferences in demonstration evaluations.
Evaluation Design. Exploratory cross sectional study design was used in this study. The design was selected because the study wanted to explore the phenomena under study and it was cross sectional because data about the phenomena were obtained at one moment in time.
Evaluation Design. The overall evaluation design involves randomly assigning youth to one of two different conditions: treatment (special services) or control (usual care). This design is referred to as a randomized control trial (RCT). The treatment group will receive a variety of evidence-based services above and beyond what they would otherwise be provided. The control group will receive the services traditionally provided by the system. Pre-randomization Data Collection and Transmittal Random Assignment Database Each youth who is deemed eligible for participation will be randomized to either the treatment or control. After eligibility has been established, the Intake Worker of the [Primary Service Provider] will log into a secure web application, referred hereafter as the “Random Assignment Database,” using a pre-assigned username and password. The Random Assignment Database is used for randomly assigning youth and creating an electronic record of the random assignment outcome. After logging into the system, the Intake Worker enters the county-issued Youth Identification Number (YIN) for the youth to be randomized. The Intake Worker then enters the YIN in a separate field, and both entries are required to match in order to help minimize errors in data entry. The Intake Worker will be prompted that the YIN must match in order to proceed. If the numbers match, the Intake Worker then selects the county from where the youth was referred from a drop-down menu of pre-defined sites. After selecting the referring county, the Intake Worker certifies that all the information is correct by checking a box and then formally submits the information. After the information is submitted, the Intake Worker is immediately shown a screen that provides the random assignment outcome (i.e., treatment or control) for that specific youth. After the Intake Worker clicks enter, all the data from the web application session is saved in an underlying database (described in the following section). The Intake Worker is presented with a new screen that indicates whether the youth is assigned to special services or control. The database automatically generates an e-mail record of the randomization outcome, referring county, site ratio (refer to Randomization Procedures), and the data and time when the outcome was generated.
