Pursuant to the requirements of the California Environmental Quality Act and the Environmental Guidelines of the City of Lincoln, the City has determined that the project is consistent with the Village 1 Specific Plan and will not result in any new significant environmental effects or substantial increases in the severity of significant effects previously identified in the EIR. Further, no new information has identified additional feasible mitigation measures. Therefore, no further analysis is required under CEQA. Legal Standards Pursuant to CEQA Guidelines Section 15182, a public agency need not prepare an EIR or negative declaration for a residential project that conforms to a specific plan for which an environmental document has been prepared provided none of the circumstances in CEQA Guidelines section 15162 occur. Pursuant to CEQA Guidelines Section 15162, a subsequent environmental document is required when a project would result in new significant environmental effects or a substantial increase in the severity of significant effects identified in the original EIR or when substantial changes occur with respect to the circumstances under which the project is undertaken. The La Xxxxx Xxxx Development Agreement is prepared as an accompanying document (by requirement) for the La Xxxxx Xxxx development project, which has already been analyzed for conformance with the Village 1 EIR. Based on this previous analysis, the project will not result in any new significant impacts or increase the severity of any significant impacts identified in the Village 1 EIR. For these reasons, pursuant to CEQA Guidelines Sections 15182 and 15162, no further environmental analysis is required.
