Environmental and Social Sustainability. The key to ensuring environmental and social sustainability of the Program is ongoing public consultation and attention to environmental mitigation measures to ensure optimal design and implementation and to ensure full country-ownership of the Program. The Government will ensure that environmental and social mitigation measures are followed for all Project Activities in accordance with Environmental Guidelines and the provisions set forth in this Compact and relevant Supplemental Agreements. In agreement with MCC, MCA-Vanuatu will select through an open and competitive process, subject to the approval of MCC, an environmental and social impact officer (the “ESI Officer”) to serve as the point of contact for comments and concerns of the parties affected by the Program and the implementation of all Project Activities. The ESI Officer will be located within the Environment Unit of the Government. The ESI Officer will lead the effort to find feasible resolutions to environmental and social issues in connection with the implantation of Project Activities, and will convene periodic public meetings to provide implementation updates and to identify and address public concerns. Other important sustainability issues involve the provision of adequate maintenance of infrastructure. Insufficient maintenance of assets, such as drainage systems, could lead to environmental degradation and poor performance of the asset. Therefore, institutional sustainability of PWD and the assurance of management effectiveness (through the proposed Service Performance Contract) are directly linked to environmental sustainability. The Service Performance Contract for PWD will address environmental and social impacts. In addition, potential environmental and social impacts of Program-induced tourism will be evaluated to ensure that Vanuatu has adequate capacity to manage such impacts.
Environmental and Social Sustainability. ‌ The spreading of DIY, particularly in its digital versions, risks generating unwanted rebound effects on the environment. Facilitated access to the production system by consumers could, in theory, lead to inefficient resource use and increased waste, and thus the sustainability implications of this trend are still being debated (Xxxxxxx, in Xxxx et al 2011; Xxxxxx and Shove 2006). Self-designing and crafting of artefacts may still depend on systems of mass production (Xxxxxx and Shove 2008). The disruptive innovation brought about by these trends then risks being reduced to a different form of production and consumption of more goods: essentially a new form of capitalism (Xxxxxx and Xxxxxxxxx 2010). The question is then how to align the current DIY design trend with sustainability targets. Research by Xxxxxx (2013) envisaged this contemporary trend as a ‘window of opportunity’ to xxxxxx positive sustainability impacts through, for example, personal growth, community empowerment and waste reduction. The research addressed self-production as a means to prolong product lifetimes by re- using, re-pairing, re-purposing, and re-appropriating, hereafter named ‘RE-DIY’, i.e., RE-activities in DIY practice. In addition, grassroots innovations are recognized as incubators of the social change that is needed to minimise future environmental harm (X’Xxxxx, cited in Xxxxx and Xxxxx 2014). There is a growing and diverse population applying the DIY approach to the replication, repair, regeneration, redesign, or refunctionalization of products (e.g., fixers, remakers, refurbishers, customizers and hackers) (Xxxxxxxxx and Xxxxxx 2014). For example, the Restart Project [xxxx://xxxxxxxxxxxxxxxxx.xxx] and ReFab Space [xxxx://xxx.xxxxx-xxxxx.xxx] are social enterprises that promote the extension of electric and electronic equipment lifespans by teaching and sharing repair and maintenance skills, either in their premises or during workplace events, as an empowering practice. Further research could map good practices of environmentally and social beneficial digital DIY.
