Engineering Change Proposals. The Contractor shall prepare and submit preliminary ECPs for all proposed configuration changes including changes generated by vendors. If a Class I ECP is proposed, the Contractor shall include rationale explaining why the proposed change cannot be accomplished by a Class II ECP.
