EMPLOYEE RIGHTS AND OBLIGATIONS. Employees covered by this Agreement shall have, and shall be protected in the exercise of, the right to form, join, or assist, freely and without fear of penalty or reprisal, the Union; to act in the capacity of a Union representative; to present the views and positions of the Union to the public, to officials of the Town and the Department, to members of the Board of Selectmen of the Town of Hanover, the Public Works Commission or the general public, or to any other appropriate authority or official; to engage in other lawful Union and concerted activities for the purpose of collective bargaining or other mutual aid or protection; and to refrain from any or all such activities. In the exercise of such rights, the employees shall be free from any and all interference, restraint or coercion, and from any discrimination in regard to tenure, promotion, or other conditions of employment. Employees shall be allowed access to their personnel folder to review its contents, upon written request to the “keeper of the records”, setting a mutual agreed upon time for review. A copy of any document put into the employee’s personnel folder shall be given to the affected employee at the time it is put into the folder.
