Both parties agree that the CSC employees should receive the same EFAP benefit as all other unionized employees at the TTC, but do not agree on the language that best captures that entitlement. Local 113 proposes the Blue Book language and the TTC proposes language that replicates the provision that was incorporated into the most recent first collective agreement with CUPE, Local 5089. The TTC points out that the Blue Book provision includes references to expired provisions, which do not make sense in the context of a fresh first collective agreement. I agree that the employer proposal is more consistent with the nature of a first collective agreement.
