Emergency Annual Leave. When emergencies or unforeseen circumstances arise, requiring the use of annual leave that has not been approved in advance, the approval of annual leave cannot be presumed by the employee. If an employee is unable to report for duty due to an emergency, they must notify their supervisor prior to the beginning of the shift unless compelling circumstances prevent this. If additional information is required, the supervisor may withhold the decision on approval or disapproval of annual leave for emergency reasons until the return of the employee to duty.

Emergency Annual Leave. Leave that may be granted after a request for immediate annual leave that, by the nature of the condition prompting the request, could not have reasonably been predicted in advance of need and been scheduled in accordance with normal departmental policy. This may not be a subject of discipline unless the City of Las Vegas can prove a pattern of abuse.

Reports of usage of unscheduled annual leave will be provided to IAFF biannually (approximately every six months) and will be reviewed at the Labor/Management Committee meetings. In the event that the foregoing sections are rescinded, the following sections will apply:

Emergency Annual Leave. This is an emergency situation which prevents employees from reporting to work due to reasons beyond reasonable control or ability to anticipate. To request leave due to an emergency, the employee will contact their supervisor or designee at the earliest practical time, normally within two hours after schedule reporting time.
Emergency Annual Leave. To request emergency annual leave, an employee will contact the leave-approving official as soon as possible, but normally no later than two (2) hours after the start of the OPLOC’s standard tour of duty.
