ELIGIBLE AND INELIGIBLE COSTS. 6.1. Eligible costs are costs that meet the following criteria: 6.1.1. they must be actually incurred by the Beneficiary; 6.1.2. they must be incurred in the period of the Project set out in Article 3, with the exception of costs related to the submission of the final report; 6.1.3. they are the direct costs, indirect costs and subcontracting as indicated in the estimated budget set out in Annex 2. 15% of the RTU grant funding (from the cost category “B”) must be provided for coverage of RTU research infrastructure maintenance costs, in accordance with the decision of Senate of RTU; 6.1.4. they must be incurred in connection with the Project as described in Annex 1 and necessary for its implementation; 6.1.5. they must be identifiable and verifiable (justified by the relevant corroborative documents – cheques, bank statements, invoices or receipts), in particular recorded in the Beneficiary’s accounts in accordance with the accounting standards applicable in Latvia; 6.1.6. personnel costs are eligible, if they are related to personnel working for the Beneficiary under an employment contract (or equivalent appointing act) and assigned to the Project. They must be limited to salaries, social security contributions, taxes and other costs included in the remuneration, if they arise from national law or the employment contract (or equivalent appointing act). Applicable remuneration and salary rates correspond to the remuneration system of RTU and are comparable with pay in other research projects; 6.1.7. they must comply with the applicable national law on taxes, labour and social security. A working time of the scientific staff involved in Project implementation shall comply with the employment legislation; and 6.1.8. they must be reasonable, justified and must comply with the principle of sound financial management, in particular regarding economy and efficiency. 6.2.Ineligible costs are: 6.2.1. costs that do not comply with the conditions set out above, in particular: 6.2.1.1. costs related to return on capital; 6.2.1.2.

ELIGIBLE AND INELIGIBLE COSTS. Costs under this Agreement are governed by the OMB Omni Circular as applicable. All costs incurred by the Contractor using monies under this Agreement must be reasonable and relate clearly to the specific purposes and end product of the Agreement. To be eligible for reimbursement, expenditures must: (1) Be necessary and reasonable for proper and efficient performance of the contractual requirements and in accordance with the approved budget; (2) Be no more liberal than policies, procedures and practices applied uniformly to activities of the City, both Federally assisted and non-Federally assisted; (3) Not be allocable to or included as a cost of any other Federally financed program; (4) Be net of all applicable credits, such as purchase discounts, rebates or allowances, sales of publications or materials, or other income or refunds; and (5) Be fully documented. The following costs or expenditures by the Contractor are specifically ineligible for reimbursement: bad debts, contingency reserves, contributions and donations, entertainment and fines and penalties.
