Eligibility of Applicants. 2.2.1 (a) The Applicant for pre-qualification may be a single entity or a group of entities (the “Consortium”), coming together to implement the Project. However, no applicant applying individually or as a member of a Consortium, as the case may be, can be member of another Applicant Consortium. The term Applicant used herein would apply to both a single entity and a Consortium.

The JSPF supports the establishment and development of cooperative networks on both sides of the border and the creation of linkages between these networks and wider EU networks. Grants will only be made available for projects whose immediate objective is non-commercial and not-for-profit. Joint projects, especially where co- financed jointly by project partners from Bulgarian and the former Yugoslav Republic of Macedonia, will be particularly encouraged. The following priority themes will be the subject of the call for proposals: • Development or establishment of facilities and resources to improve the flow of information and communication between border regions, including television and radio programmes of common interestCultural exchange • Development or establishment of local employment, education and training initiatives between border regions The project applicants will, in many cases, need considerable development assistance. Training and information workshops may be organised to inform and assist would-be participants, so as to ensure high transparency and encourage good quality proposals. The Joint Technical Secretariat will also assist project applicants in the preparation of their project proposals.. Co-financing is needed and will be one criterion for eligibility of projects. Minimum co- financing will be 10 % of the cost of each soft project. Projects already part-financed by another EU funded programme may not be granted support from this Phare programme.

Required Expertise: Successful applicants must be able to demonstrate that they have the organizational capacity to produce the deliverables of this project. Appropriate expertise may include extensive experience in correctional and criminal justice policy and practice, and a strong background in criminal justice systemwide change with expertise in the implementation of evidence-based practices in pretrial release without an over reliance on financial release conditions. Is there a clear statement of how each task will be accomplished, including the staffing, resources, and strategies to be employed? Organizational Capabilities: (25%) Do the skills, knowledge, and expertise of the applicant(s) and the proposed project staff demonstrate a high level of competency to complete the tasks? Does the applicant have the necessary experience and organizational capacity to complete the goals of the project? Program Management/Administration (25%) Does the applicant identify reasonable objectives, milestones, and measures to track progress? If there are consultants and/or partnerships proposed, is there a clear structure to ensure effective utilization and coordination? Is the proposed budget realistic, does it provide sufficient cost detail/narrative, and does it represent good value relative to the anticipated results? Note: NIC will NOT award a cooperative agreement to an applicant who does not have a Dun and Bradstreet Database Universal Number (DUNS) and is not registered in the Central Contractor Registry (CCR).
