Eligibility Criteria. Employees will normally have regular status and not be in a probationary or trainee status. There must be evidence of the employee’s ability to competently perform the new assignment as determined by the Human Resources Director or designee, and the employee shall be required to meet standards for satisfactory performance. Appointments to regular positions of trainees or underfills are exempt from the provisions of this Article.
