Xxxxx Xxxxxxx, of Venezuela, who was elected Chairman of the meeting, expressed his hope that the meeting would be productive in spite of the exceptional situation caused by the COVID-19 pandemic. The Chairman gave the floor to the delegations of the Parties and could note that there was a quorum to hold the meeting with the participation of 11 of the 16 Parties of the AIDCP: Bolivia, Colombia, Costa Rica, Ecuador, United States, Honduras, Mexico, Nicaragua, Panama, Peru, and the European Union.

Election of Chairman. Subject to the provisions of the Act, if there is no such chairman or if at any meeting he is not present within fifteen (15) minutes after the time appointed for holding the meeting or is unwilling to act as chairman, the Directors present shall elect another Director as chairman and if no Director be present or if all the Directors decline to take the chair, then the Members present shall choose a Member to be the chairman.

A poll demanded on the election of a chairman other than the nominee of the Supervisor, or on a question of adjournment, shall be taken either immediately or at such time (not being more than 30 days after the date of the meeting) and place as the chairman may direct.
