Elbridge Substation. National Grid shall be responsible for and shall make improvements to the Elbridge Substation to receive and accommodate the Proposed Line, Relocated Line 15, and Bused Line 5. Neither Party shall be liable for failure to meet the above Estimated Milestone Schedule, any milestone, any in-service date, or any other projected or preliminary schedule in connection with this Agreement, the Work or the ATP. National Grid does not and cannot guarantee or covenant that any outage necessary in connection with the Work will occur when presently scheduled, or on any other particular date or dates, and shall have no liability arising from any change in the date or dates of such outages. EXHIBIT C INSURANCE Insurance Requirements In accordance with Section 13 of the Commercial Agreement relating to the ATP Project, National Grid and NYSEG have elected to self-insure to the level of their respective self-insured retention limits of any single loss and maintain excess insurance coverage above this level and in accordance with amounts set forth below:  Workers Compensation and Employers Liability Insurance as required by the State of New York. If required, coverage shall include the U.S. Xxxxxxxxx and Harbor Workers' Compensation Act and the Xxxxx Act.  Commercial General Liability (Including Contractual Liability), covering all activities and operations to be performed by it under this Agreement, with the following minimum limits:
