Effective Date, Termination, and Notice of Non-Liability. This Contract shall become effective and enforceable upon approval and signature by the Commission and the Contractor. The Parties shall not be liable to perform, pay, or reimburse for any performance hereunder, including but not limited to costs or expenses incurred, or be bound by any provision hereof prior to the Effective Date, except as otherwise expressly agreed to herein.
