Description of Services/Introduction. The Contractor shall provide all qualified personnel, equipment, supplies, transportation, materials, supervision, and other items and non-personal services necessary to perform support services for the MCoE as defined in this Performance Work Statement except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. The Government will not exercise any supervision or control over the Contractor that will be performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS and contract.

Description of Services/Introduction. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform ON- SITE HQDA G-3/5/7, C2 and Business Application, Database and Web Maintenance Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall have, at a minimum; a current Capability Maturity Model Integration (CMMI) Maturity Level 3 for development and level 2 for services released in the Carnegie Mellon Software Engineering Institute’s Published Appraisal System (PARS). The tasks are performed in multiple locations including The Pentagon (primary), other locations within the National Capital Region (NCR), and an alternate location within 100 miles of the Pentagon. Due to the nature of the crisis action support to the Continental United States (CONUS) and Outside the Continental United States (OCONUS), the contractor is responsible for emergency response capability which entails being on call 24/7 or adjusting their work hours to provide additional crisis and troubleshooting support. The contractor personnel performing work under this contract shall have a Secret, Top Secret, or Top Secret with Sensitive Compartmented Information (SCI) depending on the position. The contractor shall perform to the standards in this contract.
Description of Services/Introduction. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform operation and maintenance of the remediation systems at Rocky Mountain Arsenal as defined in this Performance Work Statement (except for those items specified as Government Furnished Property and services). The Contractor shall perform to the standards in this contract. This work is further described below and includes, but is not limited to: Water Treatment Plants O&M, Groundwater Xxxxx and Surface Water Sampling and Monitoring, Landfills and Covers Maintenance, Infrastructure and Facilities Maintenance, Regulatory Interface Support, Program Records Management and Reporting, Land Use Controls Compliance, Environmental Compliance, and Non-Routine Requirements as required. Non-routine requirements include activities not part of normal activities necessary for operation and maintenance of the environmental remediation systems. Examples of non-routine requirements could include engineering and construction of new remediation systems, demolition of remediation systems that are no longer needed, and litigation support, as necessary. Non-routine requirements are further described in Section C5.14. In general, the above work may include, but is not limited to: document research, technical evaluations, field investigations, sample collection, laboratory analyses, engineering design, construction, construction management, and operations and maintenance activities. The Contractor shall also be responsible for Records Management, including the RMA Administrative Record. The Environmental Remediation Services & Construction (ERSC) Contract to be awarded under this solicitation is a Cost-Plus Incentive Fee (CPIF) contract with fixed price elements. The Incentive Fee consists of a Cost Incentive component that will be awarded based upon performance against a negotiated Target Cost, and a Performance Fee component that consists of both objective and subjective performance criteria as described in Section J, Attachment A5. The contract will be awarded for a base period of three years with two separate three-year option periods that may be exercised by the Government depending upon its satisfaction with the Contractor’s performance during the previous three-year period.
