Description of Request. The applicant requests annexation of the previously described land into the corporate limits of the City of El Paso. Annexation requests must comply with the standards and provisions of the City’s Annexation Policy. The applicant proposes to develop the property as an extension of the existing Student Activities Complex after annexation. As is required, the applicant has submitted a generalized plot plan (Attachment 1) depicting a development comprising 246,500 square foot stadium, a 100,000 square foot building, soccer fields, a pond, and parking areas. Xxxxxxx proposes to dredge approximately 34 cubic yards of material in order to allow access for the two shoreline slips at the proposed new courtesy dock.

Description of Request. The licensee proposes to replace the 105- year-old riveted steel Annex Creek penstock, which runs from the valvehouse to the powerhouse. The licensee states that the penstock must be replaced to ensure safe and reliable operation of the project for the remainder of the project license.
