Description of Proposal. This proposal will involve the development of flexible learning programmes, to be delivered twice a year from centres in Barrow and Carlisle. Each programme will provide places for up to 15 teenage mothers, and will run for 10-weeks with 15 hours contact time per week. However, the programme will provide flexibility to the participants with regard to hours and days of attendance, and free and flexible child care, travel and subsistence costs will be provided to all participants. The content of the programme will be determined by the needs of the participants, and will provide individually-tailored learning experiences. Connexions will recruit designated Personal Advisers to engage with teenage mothers aged 16- 19 currently not in learning. Teenage mothers living in deprived and rurally isolated areas will be specifically targeted. The early stages of engagement will include working on raising the aspirations and expectations of teenage mothers, in order that they feel ready to participate in learning. The Personal Advisers supporting the programmes will continue to provide a high level of support to participants throughout the duration of the programme to ensure that they successfully complete the programme and it leads to a positive learning outcome. Connexions will link with all key statutory and non-statutory organisations to ensure that the programmes are positively promoted, including Social Services, community midwives, health visitors, LEA Re-integration Officers and housing support organisations. These organisations will be encouraged to refer teenage mothers to Connexions in order to encourage them to participate in learning.
