Deputy Fire Marshal. Personnel assigned to this position shall be compensated at the rank held in the Galveston Fire Department. Individuals transferred into the Fire Marshal’s office as assistant Fire Marshals shall remain as civil service employees and be governed by all applicable laws including the contract between Firefighters Local 571 and the City of Galveston.

Deputy Fire Marshal. If there are fewer than two (2) employees per assignment opening applying for the Deputy Fire Marshal assignment, or if fewer than two (2) employees meet the minimum requirements of the assignment, the assignment will be advertised externally in accordance with the Redmond Civil Service Rules. When an external recruitment is required, two (2) eligibility lists will be created, one internal and one external. Both lists will be valid for eighteen (18) months; however, the internal eligibility list shall be exhausted prior to utilizing the external eligibility list.
Deputy Fire Marshal. The salary range for the Deputy Fire Marshal assignment shall be the same as Lieutenant. At the time of the initial assignment, the employee will be placed at the lowest Lieutenant pay step that provides a minimum of a seven percent (7%) increase from the employee’s then current salary. Lieutenants and higher positions assigned to Deputy Fire Marshal will be paid at the Lieutenant pay scale with no percentage increase. The pay of employees holding a rank higher than Lieutenant who are assigned as Deputy Fire Marshal will be reduced to the top step of Lieutenant during the term of the assignment. Employees leaving the assignment and returning for subsequent assignments to Deputy Fire Marshal shall be returned to the pay step from which they transferred.
Deputy Fire Marshal. (Inspector):
Deputy Fire Marshal. (“DFM”) (Job Code #8147) On-Call Rotation: Effective January 16, 2023, all DFMs will participate in a mandatory on-call rotation to conduct fire investigations after-hours in addition to their on duty investigation responsibilities. The rotation will be assigned in accordance with the Deputy Fire Marshal on-call calendar (Attachment 1) and the revised Official Action Guide (“OAG”) 62.002 (Fire Investigation Program) (Attachment 2) to be in effect January 16, 2023. There will be a primary DFM who is mandated to respond during their scheduled on-call week. DFMs are responsible for coordinating proper coverage to ensure a DFM is always available to meet response requirements in OAG 62.002. In the event there are less than four (4) DFMs available to be regularly scheduled on the on-call rotation, the Division Chief over Fire Prevention will be temporarily added to the on-call rotation until at least four (4) or more DFMs can be regularly scheduled. During the on-call rotation the scheduled on-call DFM will be required to use the designated Fire- Investigation vehicle. DFM’s will transition into the fire investigation vehicle on Monday morning and will retain use of the vehicle for their on-call rotation. Upon check out of the fire investigation vehicle the DFM will be responsible for completing an equipment accountability log (PSTrax). If items are missing or need repair the DFM will submit a request through PSTrax. The fire prevention vehicle will also have an iPad with Tablet Command. The DFM will be responsible for using Tablet Command to status message their availability. This will allow the DFM to be shown as part of the response and be assigned to the incident. Take-Home Vehicles: With the mandatory fire investigation on-call rotation, the ACFD will revert back to status quo with respect to the usage of take-home vehicles for DFMs on a 24/7 basis. This vehicle is the assigned vehicle for each DFM. The Parties agree and understand that the ACFD will be conducting an audit to ensure all take-home vehicles are assigned and utilized in accordance with the County of Alameda Vehicle Use Policy and OAG 73.000 (Vehicle Use Policy). Further, during the audit, a determination will be made to ensure proper tax liabilities are implemented in compliance with requirements in accordance with the Internal Revenue Service (“IRS”). Deputy Fire Marshal. If a Deputy Fire Marshal is appointed from the rank of Fire Fighter or Lieutenant, he/she shall receive the pay as in Step 1 of Deputy Fire Marshal. If a Deputy Fire Marshal is appointed from the rank of Captain or Inspector, he/she shall receive the pay as in Step 2 of Deputy Fire Marshal if he/she occupied Step 1 or Step 2 of the Captain’s or Inspector’s wage scale, or he/she shall receive the pay as in Step 3 of Deputy Fire Marshal if he/she occupied Step 3 of the Captain’s or Inspector’s wage scale. Any employee who is hired or appointed to the rank of Deputy Fire Marshal without possessing the Fire Marshal Certification at the time of employment or appointment shall be paid at the Trainee step until he/she receives his/her Fire Marshal Certification at which time, he/she shall receive the pay in Step 1 of Deputy Fire Marshal. Any employee with less than one (1) year of service in his/her classification shall be paid at Step 1 of the range of his/her classification unless specified otherwise in the paragraph above. Any employee who has completed one (1) year but less than two (2) years in his/her classification shall be paid at Step 2 of the salary range of his classification unless specified otherwise in the paragraph above.

Deputy Fire Marshal. F3 Fire Captain The Deputy Fire Marshal position shall be filled by the promotional process as outlined in Article 14 of this Agreement. Once an eligibility list is established, the position will be offered to the highest-scoring candidate on the list. If that candidate declines the promotion, then the position shall be offered to the next highest-scoring candidate on the list. This process shall continue until a candidate on the eligibility list accepts the promotion or the list of eligible candidates is exhausted, whichever comes first. If all candidates on the eligibility list decline the promotion, then the eligibility list is exhausted. If all of the candidates on the eligibility list decline promotion and the list is exhausted, then the opening shall be offered to any existing Fire Captains first. Then, second, be offered to any Fire Driver/Operators who is eligible for promotion under the terms of eligibility as outlined in this agreement that did not compete in the current promotional process. Finally, if no one has accepted the position, any remaining Fire Drivers/Operators in the Department will be offered the position. If no employee accepts the offered position, then the Deputy Fire Marshal position shall be filled by appointment by the Department Head. The Deputy Fire Marshal designation shall be appointed to an existing Fire Captain or Fire Driver/Operator based on qualifications and fit for the position. If the Deputy Fire Marshal position is appointed from the ranks of existing Fire Captain or Fire Driver/Operator, then vacancy shall occur in that rank, as applicable. The vacancy created by that appointment shall be filled pursuant to the promotion process as outlined in this agreement. The Deputy Fire Marshal shall be paid the same base salary as a Fire Captain regardless of whether the appointment is made to an existing Fire Captain or Fire Driver/Operator ranked Firefighter. The Deputy Fire Marshal position requires a commitment of three (3) years, beginning once the the Deputy Fire Marshal is fully credentialed. Fire Training Officer – F3 Fire Captain The Fire Training Officer position shall be filled by appointment by the Department Head. The Fire Training Officer designation shall be appointed from an existing Fire Captain or Fire Driver/Operator based on qualifications and fit for the position.
