Day Services. There were conference motions and questions from delegates on the Review of Health and Care Public Holiday Services. The Cabinet Secretary made clear that working on public holidays will not be made mandatory for GPs in Scotland. The review is being carried out in partnership with the Academy of Royal Colleges and other professional bodies, NHS leaders and Integration Joint Boards and will look at availability of services over public holiday weekends, and how hospital, community and social care services could be coordinated more effectively. We are expecting the review to report recommendations in the summer for implementation next Christmas. Its approach will be in line with our work on seven day services, where from the outset we have been clear that sustainability would be the cornerstone of our programme and we would not be spreading services more thinly to achieve additional services for the sake of it. Instead we will focus on areas which we believe will improve patient care and clinical outcomes rather than take a “blanket” approach.

Day Services. The provision of day services are centred around three Angus resource centres and one day centre. The function of these centres has change significantly over the past few years and will continue to change in the future as opportunities for people with learning disabilities in employment and mainstream leisure and recreation activities develops. All centre staff work with people who attend the centre on the development of personal life plans and identifying alternative opportunities away for the centres. Rosehill, Montrose; Lochlands, Arbroath and Lilybank, Forfar cater for men and women between the ages of 16 and 65. This includes all ranges within the learning disability sphere from mild through to people with profound and complex needs. In addition Xxxxx Park in Friockheim caters for men and women of aged 50 upwards and the model of service is based purely on a recreational and social model. All four Centres are registered as support services with the Care Commission in accordance with National Care Standards for this area of service. People with Profound and Multiple Disabilities often have complex support needs and require innovative support. This group of people are an increasing population within our day services and sound forward planning and resource allocation is essential to meet the complexity of care packages required. Current day service provision is primarily provided through the Resource Centres’. “The Same As You?” challenges this traditional method and invites the Local Authority to explore alternative day opportunities within their local communities. The Centres have begun to further promote community building and inclusion within the communities they serve. Staff reaching out into communities, supporting men and women to access their services and resources. Some individuals now access community activities supported by Day Centre Staff via a ‘Support Agreement’ as a chosen alternative to attending a Day Centre. Each Resource Centre now has 2 part-time Community Social Care Officer Posts established to promote community involvement for individuals. The function of day services will continue to change in the future as opportunities for individuals in community activities, employment and leisure and recreation activities develop.
