Crowd Control Weapons. Except as provided in the sub-paragraph below, MPD will require that during civil disturbances or assemblies use of all crowd control weapons must be authorized by the Chief of Police, or if the Chief is unavailable, the Chief’s designee at the rank of Deputy Chief or above, or the Chief of Staff, if they are a sworn officer. Crowd control weapons include, but are not limited to, chemical aerosols regardless of canister size, authorized chemical munitions or projectiles, smoke munitions or projectiles, marking rounds (such as 40mm direct, exact or blunt impact projectiles or rounds), rubber bullets, impact weapons (such as ASP batons, riot sticks, bicycles, or other weapons used as impact weapons), and light sound distraction devices (such as inert, CS, or OC). MPD will contemporaneously document the person who authorized the use of crowd control weapons.
