Cost/Price Criteria. The Government will evaluate the proposed cost to determine reasonableness and affordability to the Government; this includes the realism of the proposed cost elements and any proposed cost share and includes: Whether the proposed costs are realistic for the technical and management approach and accurately reflect the technical goals and objectives. Whether the proposed costs demonstrate an understanding of the costs and level of effort needed to successfully accomplish the proposed technical approach. Whether the costs for the offeror and proposed subawardees are substantiated by the details provided in the proposal (e.g., the type and number of labor hours proposed per task, the types and quantities of materials, equipment and fabrication costs, travel and any other applicable costs and the basis for the estimates). In the event a proposal evidences an under estimation of the cost of performance, this will be addressed as part of the technical risk rating.
