Contract Positions. The Employer and the Union recognize that contract positions that are discreet pieces of work in the form of projects, short-term replacements, or assignments for a specific length of time will be necessary in CCIC. The Employer can use contracts to retain temporary Employees and/or consultants for a specific project or projects. When contracts are necessary, the preference is to hire temporary Employees. However, both Parties also agree that any positions that are ongoing and continuing work of the organization shall be recognized as established positions. To this end, the Employer shall undertake a review and analysis of the use of all contracts (temporary Employees and consultants). The analysis will also become an integral part of the annual planning process of the Employer after a thorough consultation with the Union.
