Construction Management Services. CONSULTANT will provide staff for construction management of the General Contractor’s work. City approved construction management software (EADOC) will be used for managing the construction, documentation and information. The Project Representative’s responsibilities are described below: -Perform the following tasks during the construction phase of the Project:  Act as the liaison with City, Contractor, and Engineer. Communicate directly with the Engineer, and copy the City’s Representative (Project Manager) on all correspondence.  Conduct weekly progress meetings; prepare and distribute minutes.  Manage, compile, and review daily inspection and documentation reports.  Review payment requests and review recommended payments with the City’s Representative (Project Manager).  Oversee processing of requests for information (RFIs), plan interpretations, and or changes. Provide recommendations based on input from City and Engineer.  Review change requests, negotiate and prepare final change order documentation, and review Contractor’s cost estimates with the City’s Representative (Project Manager).  Lead and manage dispute resolution process.  Prepare substantial completion notice and final punch list.  Prepare and issue final close-out documents.  Ensure that proper coordination efforts are in place between the CONSULTANT field staff, the Contractor, and City staff.  Review the Contractor’s proposed baseline and monthly progress schedules for contract compliance In combination with the CONSULTANT field staff conduct or cause to be conducted all material sampling, laboratory tests, and field quality assurance tests at each construction site at frequencies as required in the Contract Documents. Material testing and acceptance Contractor will contracted directly with the City of Bend but will be coordinated by the CONSULTANT field staff.  Consult with the CONSULTANT field staff and the Engineer to disapprove or reject work which the Engineer believes to be defective, or that the Project Representative believes will not produce a completed Project that conforms to the Contract Documents or that will prejudice the integrity of the design concept of the completed Project as a functioning whole as indicated by the Contract Documents.  Consult with the CONSULTANT field staff and the Engineer as necessary to authorize minor variations in the work from the requirements of the Contract Documents which do not involve an adjustment in the contract price or the contract times and are compatible with the design concept of the completed Project as a functioning whole as indicated by the Contract Documents.  Consult with City’s staff, CONSULTANT field staff, and the Engineer, and prepare contract change orders to the Contract Documents for the Contractor and City’s review and approval according to authority protocol agreed upon between Engineer and the City.  Prepare monthly reports on the Project addressing the Contractor's compliance with the project schedule, significant problems encountered or anticipated, a summary of major work completed during the current month and projected for the next month, and pending change orders and/or claims. Supplemental Construction Observation - The Project includes approximately 4,700 feet of force main pipeline. Consultant shall provide up to 1,200 hours of supplemental construction observation for this task. Assumptions:  Assume that CONSULTANT provides the services described under this task.  Assume that the CONSULTANT construction manager reports directly to the City’s Project Manager. Assume that other CONSULTANT field staff report directly to CONSULTANT’s Project Manager.  The Construction Manager fee estimate is based on providing the services outlined above. Assume that the construction manager will work 20 hours per week for the full duration of the construction contract (assume 26 weeks).  The amount of time furnished and the cost of performing such services are estimates. CONSULTANT is not obligated to provide services beyond the amounts noted above or summarized in Exhibit A, nor is the City obligated to pay for such services unless such services are mutually agreed to by both parties in an amendment to this task order. Task 3R - Operation and Maintenance Manual Prepare an operation and maintenance manual (O&M) in accordance with City standards and Oregon Department of Environmental Quality (DEQ) guidelines, for review and approval by City and DEQ. Submit a draft to City and DEQ for review. Revise the manual based on City and DEQ comments. Provide three copies of the final O & M manual in 3-ring binder, along with electronic files. The manual will include:  Force main maintenance recommendations and requirements. Task 3S -Record Drawings CONSULTANT shall prepare record drawings based on information provided by Contractor and City’s Project representative, and provide to City one set of permanent record drawings. Drawings shall be produced on bond in ink. CONSULTANT shall also provide record drawings to City in digital format on CD-ROM in AutoCAD format. Task 3T – Peer Review for Construction Management WH Pacific and CEG will provide peer review of CONSULTANT deliverables for Construction Management activities at key milestones agreed to by the City.
