COMPLETION OF NEGOTIATION. The District and the TFCE agree that neither party has any obligation during the term of this agreement to negotiate over layoff procedures. This article contains the full and complete settlement between the parties with respect to all of these matters listed immediately above, however negotiations over the impact and effects of the layoffs may be requested by either party.

The parties agree that the provisions of this Article constitute the entire agreement with respect to all aspects of layoff or reductions and the District shall not be required to meet and negotiate on this subject during the term of this Agreement. CSEA specifically waives any right to request negotiations on any aspect of layoff or reduction of hours during the term of this Agreement.
