Competitive Class Employees. All employees occupying competitive positions who are subjected to layoff or recall shall be laid off and recalled according to the Civil Service rules and absent Civil Service rules their position on the seniority list shall apply. Competitive employees who have been laid off shall be given preference over all other bargaining unit members and new applicants for existing, new or vacant positions for which they are qualified and where the laid off employee can assume the duties of the existing, new or vacant positions with minimal training.

Competitive Class Employees. 1. The layoff and recall of all competitive class employees in the bargaining unit shall be pursuant to New York State Civil Service Law and Rule XXV of Allegany County Civil Service Rules.
