The FFATA legislation requires information on federal awards (federal financial assistance and expenditures) be made available to the public via a single, searchable website, which is xxx.XXXXxxxxxxx.xxx. The FFATA Subaward Reporting System (FSRS) is the reporting tool Federal prime awardees (i.e. prime contractors and prime grants recipients) use to capture and report subaward and executive compensation data regarding their first-tier subawards to meet the FFATA reporting requirements. Prime contract awardees will report against sub-contracts awarded and prime grant awardees will report against sub-grants awarded. The sub-award information entered in FSRS will then be displayed on xxx.XXXXxxxxxxx.xxx associated with the prime award furthering Federal spending transparency. The Transparency Act requires information disclosure concerning entities receiving Federal financial assistance through Federal awards such as Federal contracts, sub-contracts, grants, and sub-grants. Community Development Block Grant. U.S. Department of Housing and Urban Development; $1,646,115; FY 2015-16. (Received since 1982.) The Community Development Block Grant (CDBG) serves to support either low-income households, access modification (ADA) projects benefiting the elderly or disabled, or area-wide benefit projects. In the FY 2013-2014, CDBG funds were used to support homeless prevention programs that provided case management, peer support group facilitation, security deposit move-in and one-time emergency assistance with rental payments, and to support victims of domestic violence with family advocacy. CDBG funds were also used to perform ADA improvements to increase accessibility in Cloverdale, Healdsburg, Rohnert Park, and Sebastopol and in facilities such as the Sonoma County Fairgrounds restrooms and Sonoma County Regional Parks. Grantee funds were used exclusively for the three national objectives and the grantee complied with the overall benefit certification. One hundred percent of the County’s CDBG funding was used for activities that demonstrated compliance with income eligibility requirements. The CDC has complied with all reporting and financial requirements including HUD Federal Labor Standards Provisions, submission of the semi-annual Xxxxx-Xxxxx report, Wage Decisions, and Payroll Reports.

The Community Development Block Grant (CDBG) funds local community development activities with the stated goal of providing affordable housing, anti-poverty programs, and infrastructure development. CDBG provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

Community Development Block Grant. Disaster Recovery (CDBG-DR) required bid and contract documents must be included as an attachment, expressly made a part of, and incorporated by reference. This is a federally funded project. The contractor and subcontractors must comply with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards contained at 2 CFR Part 200. However, Federal Emergency Management Agency (FEMA) Match projects are required to comply with 44 CFR Part 13.36 instead of 2 CFR Part 200. Minority and Women Owned Business Enterprises, Labor Surplus Area Firms, and Section 3 Business Concerns seeking bid opportunities under this project are encouraged to respond. The Provision of this Agreement shall apply to subcontractors and their officers, agents and employees in all respects as if they were employees of the contractor.
