COLLECTIVE BARGAINING PROCEDURE. SECTION 1 Purpose The process described in the agreement is dependent upon mutual understanding and cooperation. It, therefore, requires a free and open exchange of views with all Parties participating in negotiations. Both Parties agree to meet at reasonable times and places and to negotiate in a good faith effort to reach agreement on matters of mutual concern.
