Eligible Clients Services provided by the Contractor under this Contract are limited to those youth and families for whom MDHHS can legally provide care and services and for whom MDHHS makes a State payment. This includes youth referred to MDHHS for care and supervision by court under MCL 400.55(h) or committed under 1974 PA 150. Ineligible youth include abuse/neglect youth without a delinquency charge and status offenders (youth charged or adjudicated for AWOL, incorrigibility, truancy, minor in possession, runaway). Exceptions can only be made with the permission of the Division of Child Welfare Licensing and Juvenile Justice Program Office. Youth, who are under the age of criminal responsibility, and are criminally charged or convicted as an adult, are eligible. Youth who are criminally charged or convicted as an adult and are a public xxxx under 1974 PA 150, at any age, are eligible.

Client Eligibility Criteria. Services shall be targeted to current SNAP participants and individuals who are eligible for SNAP benefits. DHS determines SNAP eligibility and confirms SNAP participation. Where it is not feasible to confirm participation directly through DHS, services can be provided at venues when it can be documented that the location/venue serves generally low income audiences where at least 50% of the audience have gross incomes at or below 185% of poverty guidelines/thresholds (potentially eligible by site/location). Subcontractor can reach participants are served through the aforementioned venues, if pre-­‐established in Subcontractor's proposal, and included in the FY12 Michigan SNAP-­‐Ed eligibility waiver obtained by the USDA.

Eligible Clients Services provided by the Contractor under this Contract are limited to those youth and families for whom MDHHS can legally provide care and services and for whom MDHHS makes a State payment. This includes youth referred to MDHHS for care and supervision by court under MCL 400.55(h) or committed under 1974 PA 150. Ineligible youth include non-offenders, abuse/neglect youth without a delinquency charge and status offenders (youth charged or adjudicated for AWOL, incorrigibility, truancy, minor in possession, runaway). Exceptions can only be made with the permission of the Children’s Services Agency Executive Director. A youth under the age of 18 who is currently placed or being assigned for residential intervention as a temporary delinquent court xxxx, supervised by MDHHS under MCL 400.55h and charged with an adult offense is eligible for placement or continuation of placement in a CCI. A youth under the age of 18 convicted of an adult offense and sentenced as an adult, is ineligible for placement in a CCI. A youth currently placed in a CCI that is charged as an adult on or after their 18th birthday is ineligible and must be moved to an alternate placement within 30 calendar days. Youth committed under 1974 PA 150 after being convicted as an adult and sentenced as a juvenile may be admitted to and remain in a CCI until their 21st birthday unless they are charged as an adult on or after their 18th birthday. Upon being charged as an adult on or after their 18th birthday they are ineligible and must be moved to an alternate placement within 30 calendar days.
