CITY OF MILWAUKEE. Xx. Xxxxxx was retained to review and assess stops, searches and arrests applying Settlement Agreement criteria. In less than a year, Xx. Xxxxxx and the team’s work has facilitated a greater than 50% improvement in MPD’s compliance with legal requirements. Xx. Xxxxxx was procured as a police practices expert for the Baton Rouge, LA Police Department to examine the organization structure, policies, operations, and budgets and make best practice recommendations. TBG’s recommendations were adopted into an organization plan to increase efficiencies by approximately $10 million. After Dallas County Marshals engaged in multiple incidents of use of force and arrests, Dallas County District Attorney utilized TBG’s investigation, which resulted in 24 charges brought against 5 officers, including an Assistant Chief of Police. The Feris, Texas City Council procured Xx. Xxxxxx’x services to investigate 11 allegations of corruption, criminal activity and rules violations involving police and city administrators, including the mayor. TBG’s work resulted in 15 sustained findings. In the City of Fort Worth, Texas (2020), TBG was procured to lead a review and identify patterns and practices related to police interactions with the public during investigative stops, searches, arrests, and use of force incidents as well as examine police policies, operational practices, training, documentation, accountability systems, corrective and reporting procedures, and technology application, and to prepare a final report and set of police reform recommendations to the City. This work is currently ongoing. TBG was brought in to review, assess and make change recommendations to use of force, stop, search and arrest, and recruitment and hiring policies and practices in the City of Xxxxxxxxx, NV. Xx. Xxxxxx’x work resulted in a policy overhaul and adoption of the first stand-alone de-escalation policy in the State of Nevada. Connected to the ACLU v. City of Memphis, TN, and the Memphis Police Department (2019-present), Xx. Xxxxxx currently, and since 2019, serves as the monitor over all Chicago PD training functions and activities. With more than 13,000 sworn officers, Chicago is the second largest municipal police department in the United States.
