Changes in Job Specifications. The Employer shall notify the Union as far in advance as practicable to permit the parties to negotiate the impact of changes in job specifications. Section Two. Provisional Employees. Provisional employees are employees who are initially appointed to permanent positions pending State examination or examination results. Provisional appointees are subject to the requirements of the merit system in all respects, including but not limited to certification from an examination list and completion of the Working Test Period. Permanent appointment is contingent upon meeting all said requirements, and failure to do so will result in termination of employment without right of appeal except as provided by the merit system. In all other respects, provisional employees are subject to the provisions of this Agreement and can utilize all benefits as if they were initially appointed as permanent full time employees. Seniority shall be retroactive to the date of last hire upon successful completion of the Working Test Period.

Changes in Job Specifications. 30.1 A. The Director of Employee Services agrees to provide the CWA with notice 10 working daysnotice of all intended new or revised revised specifications for classes in the CWA bargaining unit. This may be accomplished when the Director of Employee Services notifies the Department Heads of the intended changes. CWA may request a meeting to discuss and clarify proposed changes. B. The City agrees to post proposed new or revised specifications for classes in the CWA bargaining unit in each department and at each work site/office location which has positions allocated to the classification for a minimum of 10 working days prior to approval. For the Sheriff’s Office, posting on the bulletin board outside of the Human Resources Division shall satisfy this provision. The purpose of this posting is to give notice of intent to issue new or revised specifications, and to allow for comment from the CWA and City. The parties understand that the final version of the new or revised specification may differ from the proposed version initially posted. The City shall provide the CWA with a copy of the final version of the new or revised specification at the same time it is approved and sent to the department. Notes:
