Calls for Proposals. Subject to any restrictions imposed by the Centre, the Recipient shall in the course of administering one or more calls for proposals pursuant to the Project, comply with its internal procedures and practices governing calls for proposal. In addition, the Recipient, shall exercise due diligence and act fairly and in good faith in the evaluation and selection of the proposals submitted.
Calls for Proposals. The Cross-Border programme operates predominantly through grant schemes based on single calls for proposals and single selec- tion process covering both sides of the border. Grant award procedures shall be compliant with provisions of the IPA Implementing Regulation (e.g. Articles 95, 96, 140, 145, etc.) Where appropriate, PRAG procedures and standard templates and models should be followed unless the provisions of the IPA Imple- menting regulation and/or the joint nature of calls require adapta- tion.

Financing solutions: Financial products that serve the financing needs of profit-generating solutions to the problems threatening the health of the MAR. Impact evaluation: Evaluation that generates information about the positive or negative environmental, social and economic impacts produced by an intervention, whether intended or unintended, direct or indirect. Impact monitoring: Systematic assessment of the impact of an intervention. Impact thesis: A thesis that connects strategy and operational mechanisms with the desired outcomes of MAR+Invest.

Calls for Proposals. The responsibility for the content and publication of the calls for proposals lie with the county councils. The Research Council shall provide advice on the content, direction and formulation of the calls in accordance with the Research Council's system. The Research Council is responsible for ensuring that systems for processing applications are available to the county council. The Research Council can also assist with submitting calls and assessment criteria in the online application system.
