Background and Reason for Filing. The Agreement provides for upgrades to relaying facilities at AEP’s Sonora station for the line towards Xxxxxxxx Road station. The Generator’s planned 180 MW capacity wind generation project is expected to go into commercial operation November 1, 2016. The AEP OATT applies to transmission service to AEP’s wholesale customers in the Electric Reliability Council of Texas. System upgrade agreements such as the Agreement are service agreements under the AEP OATT that are required to be filed with this Commission. Accordingly, AEPSC submits the Agreement to the Commission. Cost Information The system upgrades that will be constructed, owned, and paid4 for by AEP are described in Schedule 3.1 of the Agreement. Section 2 of Schedule 3.1 describes the work that will be performed by AEP. As set forth in Schedule 4.2.1 of the Agreement, the Generator is responsible for providing Three Hundred Thousand Dollars ($300,000) in financial security for all of AEP’s estimated investment cost related to the system upgrades; such security is to be provided within ten (10) business days after receipt of written notice from AEP that AEP has executed the Agreement. Pursuant to Section 4.2.2, that security will be returned to the Generator shortly after the Facility goes into commercial operation, assuming the Facility is completed.5 Requested Effective Date of the Agreement and Request for Waiver AEPSC requests that the Commission grant any and all waivers of the Commission’s rules and regulations that are necessary for acceptance of this filing and the enclosed Agreement. Additionally, AEPSC requests a waiver of the Commission’s 60-day prior notice requirement to allow an effective date of August 12, 2015, the date specified in the provisions of the Agreement. Waiver is appropriate because the Agreement is being filed within thirty (30) days of its requested effective date. See Prior Notice and Filing Requirements Under Part II of the Federal Power Act, 64 FERC ¶ 61,139 at 61,983-84 (1993). Documents Submitted In addition to this transmittal letter, AEPSC provides the following materials for filing: • a copy of this Agreement that is designated as Original Service Agreement No. 753 under the OATT, including all of its Schedules and Exhibits, in .PDF format A copy of this filing will be available for public inspection in AEPSC’s offices in Tulsa, Oklahoma. 4 The costs will be put into AEP’s transmission rate base.

Background and Reason for Filing. The Agreement provides for the electrical interconnection of the Generator’s planned 105 MW wind generation facility. The Generator’s wind plant San Roman Substation (“Substation”) is located approximately six (6) miles west of Laguna Vista, in Cameron County, Texas. The Substation will interconnect at a temporary location on TCC’s Laureles to Port Xxxxxx 138 kV transmission line. The interconnection will require Generator to build 138 kV transmission line between the Substation and the temporary location. TCC will be required to hard-tap the Generator’s 138 kV transmission line at the temporary location while a new permanent TCC three (3) breaker Marconi Station (“Station”) is being built for Generator’s permanent interconnection near the temporary location. The temporary Point of Interconnection will be located at Generator’s dead-end transmission structure adjacent to TCC’s Laureles to Port Xxxxxx 138 kV transmission line. The permanent Point of Interconnection will be located at the dead-end transmission structure inside the Station that terminates the 138 kV transmission line from the Substation. The Generator’s facilities is planned to achieve commercial operation within twelve (12) months of the requested effective date herein below. The AEP OATT applies to transmission service to TCC’s wholesale customers in the Electric Reliability Council of Texas. Agreements such as this Agreement are transmission service agreements under the AEP OATT that are required to be filed with this Commission. Cost Information The interconnection facilities that will be constructed, owned, and paid for by TCC and Generator are described in Exhibit C of this Agreement. Item 7 of Exhibit C describes the generator interconnection facilities that will be owned by the Generator. Item 8 describes the transmission interconnection facilities that will be owned by TCC. PacifiCorp utilized the pro forma small generator interconnection agreement that is part of PacifiCorp’s OATT as a basis for negotiations with Dugway. As a government entity, Dugway requested certain changes to the pro forma SGIA language. Background and Reason for Filing. PacifiCorp is a transmission provider which owns and operates certain facilities for the transmission of electric power and energy located in Utah. UAMPS is a joint action agency that provides wholesale electric energy to community-owned member power system load in and around Utah County, Utah. UAMPS has requested an additional point of delivery for Lehi City, a member city receiving electric services from UAMPS. UAMPS and PacifiCorp have agreed to perform the work required to complete the Project pursuant to the terms and conditions of the attached Construction Agreement. PacifiCorp respectfully requests that the Commission accept the Construction Agreement, attached hereto, for filing.

Generator’s Xxxxxxx Run Substation (“Substation”) will be located in Willacy County approximately 6.25 miles northeast of Raymondville, Texas. The Substation will interconnect at a temporary Point of Interconnection located on TCC’s Ajo to Rio Hondo 345 kV transmission line. The temporary interconnection will require Generator to build approximately (1) mile of 345 kV transmission line between the Substation and the temporary Point of Interconnection location. TCC will be required to hard-tap Generator’s 345 kV transmission line at the temporary Point of Interconnection location while TCC builds approximately eighteen (18) miles of permanent 345 kV transmission line from TCC’s new Xxxxxxx Station (“Station”) to Generator’s Substation. The permanent TCC Station will be constructed on the Rio Hondo to North Edinburg 345 kV transmission line. The temporary Point of Interconnection will be located at Generator’s dead-end transmission structure adjacent to TCC’s Ajo to Rio Hondo 345 kV transmission line. Generator’s facilities are scheduled to achieve commercial operation in the temporary Point of Interconnection location within seventeen (17) months from the date of the posting of the first security installment and the satisfaction of other applicable conditions in the Agreement. The permanent Point of Interconnection will be located at Generator’s 345 kV dead-end structure within the Substation that terminates TCC’s 345 kV transmission line from the Station. The permanent facilities (eighteen miles of 345 kV transmission line and Station) is estimated to be complete within sixty (60) months from the date of the posting of the first security installment and the satisfaction of other applicable conditions in the Agreement. Background and Reason for Filing. On December 20, 2018, UAMPS and PacifiCorp entered into a Project Construction Agreement UAMPS – Xxxxxx Temporary Transmission Tap (“Original Temporary Transmission Tap Project Construction Agreement”). The Original Temporary Transmission Tap Project Construction Agreement governed PacifiCorp’s construction of, and service from, a temporary tap line, which runs from PacifiCorp’s Morgan City substation to UAMPS member Morgan City’s adjacent Island Road substation (the “Temporary Project Facilities”). On December 21, 2018, PacifiCorp filed the Original Temporary Transmission Tap Project Construction Agreement as PacifiCorp Rate Schedule No. 742, in Docket No. ER19-649. On February 12, 2019, the 1 16 U.S.C. § 824d (2018). 2 18 C.F.R. Part 35 (2022). 3 Elec. Tariff Filings, Order No. 714, 124 FERC ¶ 61,270 (2008), clarified, Order No. 714-A, 147 FERC ¶ 61,115 (2014). Commission accepted the Original Temporary Transmission Tap Project Construction Agreement, effective December 24, 2018.4 The Original Temporary Transmission Tap Project Construction was subsequently revised by mutual agreement of the parties (the “First Revised Construction Agreement”) to extend the term until ninety days after completion of construction, initiation of service, and removal of the Temporary Project Facilities. PacifiCorp filed with the First Revised Construction Agreement with Commission on October 22, 2019 in in Docket No. ER20-165 as First Revised Rate Schedule No. 742. On November 27, 2019, the Commission issued a letter order accepting the revised agreement, effective December 22, 2019.5 UAMPS and PacifiCorp have revised the First Revised Construction Agreement, which allows UAMPS’ member, Morgan City, to continue to use the Temporary Project Facilities until PacifiCorp determines it needs to expand the Morgan City substation or that other work requires the removal of the Temporary Project Facilities. If either of these determinations are made, the Second Revised Construction Agreement sets forth the options that UAMPS can elect to follow, which are: (1) move forward with a new point of delivery project; (2) request interconnection of a tap line to the north of PacifiCorp’s Morgan City substation; or (3) provide interconnection from within UAMPS’ own transmission system. Once UAMPS provides notice to PacifiCorp of its election, PacifiCorp will file a notice of termination of the Section Construction Agreement with the Commission.
