BACKGROUND AND JUSTIFICATION. Ukrainian rail transport is a leading player in the transportation system of Ukraine, with its 82% coverage of freight and almost 50% passenger transportation out of all transportation modes. Ukraine’s railway network covers nearly 22 thousand kilometres with 45 % of those being electric. With its freight volumes transported, Ukraine is the 4th busiest railway on the Eurasian continent, outrun only by China, Russia and India. The territory of Ukraine is crossed over by three Rail Transport Corridors No. 3, 5 and 9. Pan-European Transit Corridor No. 7 following the Danube River is linked to Ukraine through the Ukrainian ports of Ismail and Reni. At present, the length of national rail transit corridors of Ukraine is 3162 km. Mainly, these are hi tech double-track electrified ABS railways. Moreover, transportation along with the international transit TRACECA corridor ("Transport Corridor "Europe-Caucuses-Asia") continues to be developed. With the enlargement the EU set new goals in terms of building new transport zones and development of international transport corridors. The new Trans European Transport Network is underway in Europe, covering all modes of transportation and a new wide scale development plan for Trans European Transport Network (TEN-Т) is to be implemented by 2020. This plan envisages unification of transport networks of all new EU member-states due to the need to create a bigger, stronger Single European Market. In the Transport White Paper 2011, the guidance document for the development of transport in the EU, establishment of a Single European Railway Area with a network of rail corridors with multimodal connections is set as one of the major objectives. Railways will be one of the key elements of the TEN - T core network. Overall the Multiannual Financial Framework foresees that this EU TEN T core network will be (co)financed over the coming years through EU contributions of EUR 28 bn. This will effectively act as "seed capital" to stimulate further investment by Member States to complete difficult cross-border connections and links which might not otherwise get built. It is estimated that the cost of implementing the first financing phase for the core network for 2014–2020 will be €250 billion. According to the White Paper for Transport, by 2030 30% of road freight over 300 km should shift to other modes such as rail or waterborne transport, and more than 50 % by 2050. BACKGROUND AND JUSTIFICATION. UNICEF Nepal is committed to continue engaging families, children and youth as key actors in their own development and exploring innovative approaches and technologies to address major child-related issues which, if successful, can be scaled up to the national level. A key part of this work is testing and applying innovative approaches and methodologies such as SMS and real-time monitoring methods in collaboration with key partners. RapidPro is an open source software platform that allows organizations and governments to easily design, pilot, and scale services that connect directly with a mobile phone user using SMS text messages. RapidPro allows to manage data, complex workflows, and group coordination using a simple, interactive online dashboard – providing officials and community members alike with a tool to disseminate real-time information and feedback loops for the issues that matter most to them. RapidPro has been successfully implemented for real-time monitoring, two-way communication with communities, and citizen engagement initiatives. Since 2012, UNICEF Nepal has been piloting and using mobile technologies based on RapidPro in support of multiple projects across sectors and in collaboration with key partners. This includes supporting the implementation of RapidPro to provide real-time monitoring of the Child Grant – one of five government-led social cash transfers targeting children under five years of age – which being supported as part of the RapidPro Scale-Up Global Initiative with technical and financial support from Innovation Unit in New York. In addition, interest has been shown from other sections including education, health and C4D in using RapidPro for testing and applying innovative approaches based on RapidPro to support engagement with youth and strengthening of existing monitoring systems. For the Rapid Pro platform to function a local service provider is required to provide a toll-free SMS short code services that is functional across all major networks in Nepal. Note that UNICEF Nepal already owns two short-codes, which are currently being managed by the current contractor (Focus One). In order to ensure continuity of service, and maintain consistency in communication channels with UNICEF’s partners and wider constituency in Nepal, it is preferable that the short code remains the one already exclusively allocated to UNICEF and partners.
BACKGROUND AND JUSTIFICATION. The Government of the Republic of Bulgaria is currently in the process of improving the country’s infrastructure with respect to transport. As candidate country for accession to the European Union Bulgaria is seeking to comply with the requirements of the EU transport and border crossing acquits. The road network carrying the international traffic therefore needs to be upgraded to provide a safe and efficient system that is capable of carrying future anticipated traffic volumes. The Phare CBC Programme with Greece is set against a background of good bilateral relations between the two countries and is recognized by both Governments as an instrument to overcome specific problems and to develop the socio-economic potential of the bordering regions. At present, two operational border crossing points exist at Kulata and Novo Selo, the accesses to which were upgraded by rehabilitation works to the existing E79 and E85 roads under the PHARE funded Southern Border Regions Road Project. In addition, a new Border Crossing Check Point at Ilinden and new access road were completed during 2002. The construction of a 450 m cut & cover tunnel at the Bulgarian- Greek border at Ilinden was finished and is in operation as well. The proposed project is with strong cross border cooperation character and is planned in close cooperation with the regional and local authorities. The population is allowed to obtain thorough understanding of the envisaged construction activities. The aim of the project is to improve the exploitation safety and comfort of the existing and increasing future traffic. The rehabilitated section will comply with the EU standards, and in particular as regards the maximum authorized weight of 11.5 T per axle.
BACKGROUND AND JUSTIFICATION. Pursuant to section 2-63 of the City’s Code of Ordinances, the City is required to retain one or more special magistrates to preside over code enforcement hearings and other applicable matters. Currently, the City has two special magistrates but it is being recommended that another special magistrate be contracted with to keep up with Code’s work volume. It is also a good policy to have more than two special magistrates to avoid conflicts of interest and scheduling conflicts. BACKGROUND AND JUSTIFICATION. The 1997 Vienna Agreement and its annexed Rule(s) shall be applied in accordance with the amendments (entered into force on 27 January 2001) to the 1971 European Agreement supplementing the 1968 Convention on Road Traffic. Those amendments (document Е/ЕСЕ/813 - Е/ЕСЕ/TRANS/567/Amend.2) include additions to Articles 39 and 40 of the 1968 Convention, which state that motor vehicles in international traffic whose permissible maximum mass exceeds 3,500 kg, except those used for the carriage of persons and having not more than 8 seats in addition to the driver’s seat, after two years from the date of entering into force of the said amendments (i.e. from 27 January 2003), shall satisfy specific requirements set in the relevant ECE Rules. The compliance with the said requirements shall be checked at the time of periodical technical inspections, which shall be confirmed by the duly completed international technical inspection certificate. BACKGROUND AND JUSTIFICATION. The Bureau of International Narcotics and Law Enforcement Affairs under the US Department of State (US/INL) and the United Nations Development Programme (UNDP) have, since 2015, partnered on two innovative thematic projects that are contributing to strengthening the justice and security sectors in Sierra Leone. The ‘Promoting Transparency in Sierra Leone’s Judiciary’ project has focused on: • Supporting the judiciary and justice chain in the development of bail and sentencing guidelines • Strengthening the judicial profession through development of the first-ever comprehensive capacity assessment and in-service curricula for the Judicial and Legal Training Institute (JLTI) • Implementation of an electronic criminal case management system – the Justice App and establishment of a public relations office. The ‘From Prisons to Corrections’ project has supported the Sierra Leone Correctional Service (SLCS) to implement their Strategic Plan for the improvement of life in correctional facilities through the following activities: • Legislative reform • Piloting the Human Rights Audit and Action Planning model • Development of rehabilitative and re-integration programmes while strengthening SLCS self- sufficiency • Alleviating decongestion through implementation of the pilot Prison Courts. Both projects are contributing to strengthening the justice chain and overcoming the challenges within the justice sector in terms of violations of key human rights in the administration of justice, including lack of due process, prolonged detention and lengthy case processing times. This is in addition to alleviating poor conditions of detention and improving service delivery within the institutions. The justice chain has, through these projects, received the necessary technical and financial support to review and enhance the legal frameworks, processes and practices that have inhibited access to justice within the judiciary and the correctional service with positive outcomes. BACKGROUND AND JUSTIFICATION. Sodium Hypochlorite is a necessary chemical which is added to the finished water supply and is used for the disinfection of drinking water, killing germs, micro-organisms, algae, etc. Sodium Hypochlorite is also necessary for odor control at the Reverse Osmosis Water Treatment Plant and Master Pump Station. On September 8, 2020, bids were received under IFB 20-107 for the purchase of bulk Sodium Hypochlorite needed for the Water Treatment Plant and Master Pump Station. These bids were evaluated by staff taking into account unit costs, minimum quantities, and penalties for partial deliveries. This agreement will also authorize the City Manager to extend the agreement, if requested, and with the amount not to exceed amounts set forth in the 2022 and 2023 fiscal year budget.
