Authority of Arbitrator. The arbitrator shall have no power to add to, subtract from, modify, or alter the terms of this Agreement, nor shall the arbitrator have the power to arbitrate any matter expressly or by implication excluded from arbitration. Discovery may be permitted upon stipulation of the parties. The arbitrator is not to proceed in contravention of the limitations upon his powers as expressed in Section I hereof.
