Association Time Bank. A maximum of one hundred (100) days per school year shall be granted during the term of this Agreement to unit members for Association representation. Unit members under this provision shall be allowed time off without loss of pay or benefits. The Association shall pay the long-term substitute salary for each day of absence and complete any forms required by the District for the purpose of record keeping. Except as authorized in other specific provisions of this Agreement, individual unit members may not use more than fifteen (15) Association leave days per school year. Leaves under this subsection will be allowed for the following representation activities:

Association Time Bank. The City recognizes the challenge of the shift work schedule as it impacts the Association’s ability to undertake Association business. Fire Department procedures for the function of the Association Time Bank are shown in AOM 205.00.” The Association and the City agree that the time bank will create no financial cost to the City, nor will the Association gain financially from the contributed time.
Association Time Bank. 5.4(a) Association members may voluntarily donate leave credits, holiday leave credits, or compensatory time of (CTO) or vaction leave credits to an Association Time Bank by designating the type and amount of leave credit on a card provided by the City for that purpose by Association. All such donation cards shall be signed by the member. Donations shall be in whole hour increments, and a member may not request withdrawal of any hours so donated.
Association Time Bank. An association time bank will be established to provide leave allowance which can be used by eligible association members to attend conferences,meetings, or other events as approved by the association board. Each year, in December, association members may designate an inevocable donation of either 4 or 8 hours of the vacation they will accrue the following calendar year, to be converted in February to a dollar value using the employee's base salary rate that excludes additional pays. An association member will be taxed on the value of the hours at the time of the conversion. The total dollar value of the donated vacation hours will be held by the City and used solely for leave allowance for eligible association members. . With prior approval from the Fire Chief or his/her designee and in compliance with the Carlsbad Fire Department Directive #8.2: Vacation,an· employee may use the association time bank for leave allowance (a dollar amount in the association leave bank will be converted to hours of leave using the employee's base salary rate that excludes additional pays). The allowance used for this purpose is not reportable to CalPERS,is not treated as taxable income based on State and Federal law and may not be considered as income available for contributions to a 457 plan. The association time bank will be used on a first come, first serve basis. To the extent the dollar value of the association time bank is less than the amount required for an employee's leave, the employee may supplement by using accrued vacation and/or compensatory time to reach the amount equal to the employee's full regular base pay. Association Time Bank. An Association Time Bank (ATB) is established for the purpose of allowing Association members to request paid time off for Association business, including participating in Association sponsored training, conferences and workshops. Any request of ATB shall require the approval of the Association President prior to submission. ATB requests shall follow the same policy for approval as vacation time. ATB time requests shall be approved unless staffing is required on an overtime basis in order for the request to be approved. The Chief reserves the right to approve ATB requests which incur overtime costs. ATB shall not supersede previously approved vacation requests of other Association personnel. During the first full pay period that begins in January of each year, each employee covered by this Agreement shall contribute one-half (.5) hour of vacation leave to the ATB. The Association can adjust the ATB contribution, up to a five (5) hour maximum, on an annual basis. The Association shall notify the City by October 1, of any change in ATB contributions. This time, if not utilized by the Association within the year it is contributed, shall not be returned to the contributing members nor shall this time be subject to cashout, but shall be rolled over to the next year’s ATB. This time shall become the property of the Association and shall be banked. Contributions to the ATB shall be done on an hour for hour basis. The City shall provide the Association the ATB time balance annually on February 1.
Association Time Bank. The parties agree that a SCDPOA time bank has been established for the purpose of authorizing SCDPOA members to request the use of this time for SCDPOA business as determined by the SCDPOA President. Any use of SCDPOA time bank shall be approved by the SCDPOA President prior to submission of the request. Time bank does not include time used by the SCDPOA for meet and confer with the Chief Probation Officer of the County. Time bank requests shall be submitted and approved consistent with the Chief Probation Officer’s existing policy for approval of vacation time. The SCDPOA time bank request shall be approved unless staffing is required on an overtime basis in order for the request to be approved. SCDPOA time bank shall not supersede previously approved vacation requests of other Chief Probation Officer personnel. Effective upon Board of Supervisors approval and January 1st of each subsequent year, every employee covered by this agreement shall contribute an equal amount of hours, to create a bank of two hundred (200) hours to be used for SCDPOA business. The unused hours in any year shall be carried over to the next year. However, the maximum number of hours in the time bank shall be capped at two hundred (200) hours. The time bank shall not be subject to cashout nor shall it be returned to contributing employees. The SCDPOA shall hold the County and its officers and employees harmless for transferring the vacation time from employees covered by this MOU as provided for in this section.
Association Time Bank. City agrees to allow Association members to each voluntarily contribute a block of five (5) hours of accrued vacation as of August 1 of each year, commencing August 2005, to an Association Time Bank. Hours donated shall be deducted from the donor’s accruals and converted to their cash value at the time of donation. Donor forfeits any claim to the leave time upon donation. The Association Time Bank (ATB) is an account from which the Association Board may authorize paid leave to be taken by its members to conduct Association business. All leave requests are subject to regular Departmental leave policies, and authorized leave positions shall not be filled using mandatory staffing policies (Constant Staffing System). Authorized leave under this section may be cancelled under the same criteria as other leaves, at the discretion of the Fire Chief. Authorized ATB leave will be deducted from the bank at the regular hourly pay rate of the affected employee. If there is an insufficient balance in the bank, the difference between ATB time and the actual hours of authorized leave shall be charged to the affected employee’s personal vacation accrual. Leave shall be requested in advance and submitted to the Operations Chief, using the proper leave request form, and including the signed authorization of the Association president or his/her designee. Association indemnifies and holds harmless the City of Brea in the event any Association member challenges the use of donated leave time.
