Association President’s Leave. The Association President shall be allowed release time from regularly scheduled duties for the purpose of Association business pertaining to the County of San Diego. Such release time is for a maximum of eighty-five (85) hours in a work period as defined in the Memorandum of Agreement and two thousand two hundred and ten (2,210) hours per fiscal year.

Association President’s Leave a. Upon request by the Association prior to June 1, the District will grant the Association President a leave of absence without pay for their term of office. Such leave guarantees return to the same position or to a comparable position. Upon return to a District position, the SKEA president shall be placed on the salary schedule at the level which they would have achieved had they remained actively employed in the District. Furthermore, the SKEA president shall accrue all benefits in the same manner that they would have accrued benefits had they remained actively employed in the District. This unpaid leave shall be for the President to carry out the statutory duties of the Association as exclusive representative in collective bargaining, contract administration, grievance processing during the life of the contract, and related activities bearing a direct relationship to labor- management relationships between the Association and the District.

Association President’s Leave. In the interest in maintaining a professional and successful labor-management relationship, the District will provide FTE release for the current KAP President The amount of FTE release for the KAP president in the next school year will be communicated to the District prior to the end of the current school year and no later than the end of June. During the release, the District shall pay the salary, including payroll taxes, benefits, and health insurance, of the President as if the President was not on leave, provided that the Association shall reimburse the District for the salary, payroll taxes, and benefits, other than health insurance of the President (if 0.5 FTE release or less), for the President’s release time. In addition, any credit for State retirement shall be granted on the basis of the rules and regulations as governed by that system.
Association President’s Leave. The Association President will be granted .5 FTE paid leave of absence to perform Association duties. In such cases, any remaining portion of the President’s FTE shall be filled with a leave replacement employee. While on leave, the Association will reimburse the district for all costs associated with the Association President's leave, (i.e. the actual salary and benefits paid to the Association President while on leave). The Association will hold the District harmless and defend it from any losses arising from the use of Association leave. Upon returning from leave, the Association President will be given the same consideration for returning to the position of his/her last assignment as if he/she had been on active duty. Presidents who are granted a leave of absence in accordance with this paragraph of the Collective Bargaining Agreement shall retain their seniority rights and shall be entitled to a salary increment if they would have otherwise been eligible for such advancement on the salary schedule, and any other contractual considerations, including seniority credit, granted to other employees covered by the Collective Bargaining Agreement. The District agrees to maintain accumulated sick/emergency leave, retirement, and seniority rights for the president during the period of leave.
Association President’s Leave. The president of the Association will be granted a leave with pay for one (1) year, provided all costs to the District are reimbursed by the Association. During such leave, the president will accrue seniority, salary increment, retirement credit as allowed by the Teachers Retirement System (TRS), and other related benefits. Upon request, such leave will be extended annually. Upon return to the District, the employee will be placed at the teaching level occupied prior to the leave.
