Approval of Substitution. The City’s decision of approval or disapproval of a proposed substitution shall be in his sole discretion and shall be final. If the Stormwater Division Manager approves any proposed substitution, such approval will be set forth in an addendum issued to all recorded bidders. Bidders shall not rely on approvals made in any other manner.
