APPRENTICESHIP AND TRAINING PROGRAMS. 14.1 It is recognized and agreed that in order to update the skills of tradesmen and registered apprentices covered by the terms of this Agreement all Employers shall pay into the United Association Canadian Training Trust Fund eight cents (8¢) per hour for each hour worked by its employees under the terms of this Agreement.
APPRENTICESHIP AND TRAINING PROGRAMS. 11.1 The Employer agrees to pay into operative apprenticeship and training funds established or recognized by agreements between locals of the Union and builders' exchanges, contractors' associations or contractors the amounts specified as funds for apprenticeship and training in the above agreements when employing tradesmen in the specific locality covered by the agreements.
APPRENTICESHIP AND TRAINING PROGRAMS. 16.11 The Employer agrees to pay into operative apprenticeship and training funds on behalf of foremen covered by this Article. Payments will be made on the same basis and in the same amounts as are paid on behalf of tradesmen represented by the Unions with which the foremen are affiliated.
APPRENTICESHIP AND TRAINING PROGRAMS. The minimum length and type of training for each position will be established in the training program selected by the Contractor and approved by the Department and the Federal Highway Administration. The Department will approve a program if it is reasonably calculated to meet the equal employment opportunity obligations of the Contractor and to qualify the average apprentice or trainee for journeyperson status in the craft concerned by the end of the training period. Apprenticeship programs registered with the US Department of Labor, Bureau of Apprenticeship and Training, (BAT) or with a State apprenticeship agency recognized by USDOL BAT and training programs approved but not necessarily sponsored by the US Department of Labor, Employment and Training Administration, Bureau of Apprenticeship and Training shall also be considered acceptable provided such programs are being administered in a manner consistent with the equal employment obligations of Federal-aid highway contracts. Approval or acceptance of a training program shall be obtained from the DCR/AA prior to commencing work in the classifications covered by the Contractor’s training program. The Division will review guidelines developed by the Contractor for approval or disapproval in accordance with the Training Guideline Approval Process described in the “Revised Standard Training Guidelines”. The Division will also review existing guidelines for revision based on the same process. It is the intention of these provisions that training be provided in construction crafts rather than clerk- typist or secretarial-type positions. Training is permitted in lower level management positions (e.g., timekeepers), where the training is oriented toward project site applications. Training in semi-skilled laborer positions is permitted provided that significant and meaningful training is available on the project site and approved by DCR/AA. Some offsite, classroom training (e.g., safety, first aid instruction) may be permitted as long as such training is an integral part of an approved training program and does not comprise a significant part of the overall training.

Should the Local Union be unable to meet training needs, the Employers will establish training programs to provide the skills required in the electrical power systems sector. The Local Union will the Employers an amount of money equivalent to the cost of such programs. The amount of money will be determined by the Employers and the Local Union. Both parties to this Agreement acknowledge the Employer's and Union's responsibilities, respectively, in the training of apprenticesto meet the Employer's current and future needs. Apprentices when available, shall be employed on work covered by this Agreement in the ratio of one (1) Apprentice to five (5) Journeymen. When requested, the first Apprentice shall be a fourth or third year Apprentice, if available. It is recognized that there may be situations in which the above ratio would be impractical. In order to obtain relief, the Employer must consult with the Business Manager of the Union and reach a mutually acceptable solution. For the purpose of this article, journeymen shall not include apprentices, foremen or any other supervisory position. The rates of pay for apprentices covered by the Agreement will be set out in the wage schedules attached hereto. Article

The Employer agrees to pay into operative apprenticeship or training funds established or in the locality by employers under agreement with the Union for construction work of a related nature, the amount specified as funds for apprenticeship or training in such agreement when employing tradesmen in the specific locality covered by such agreement. The Union agrees to with all pertinent information regarding these funds including all administrative material that is . required for their implementation. Training programs established by the Employers to provide skills required in the electrical power systems sector shall be funded by reducing the Employer’s contribution to the training fund in the specific locality where the training is taking place by an amount of a money equivalent to the cost of such programs. a

The responsibility for selecting and employing the required REV numbers of apprentices and the administration of the local apprenticeship system shall be governed by the terms and procedures established by the Joint Local Union Training Committees. The Association will identify as far in advance as possible its training needs and relate these needs to the Local Training Committee. No Apprentice or Journeyman shall be required to work overtime or shift work when it interferes with his attending classes related to the Local Union Journeyman and Apprenticeship Training programme.
